2. Project Implementing Agency (PIA) Qualification Criteria
Project Implementing Agencies (PIAs) can be Minority Community Institutions, Industry/institutions with industry connect, or Central/State Government Institutions/Universities.
A. General Eligibility (Mandatory for all PIAs)
- Must have been incorporated for at least three (3) years prior to the date of submission.
- Must be registered on the NITI Aayog’s NGO Darpan Portal.
- Must have experience in conducting skilling/training/education/entrepreneurship programs at the grass-root level, with experience for minority communities.

3. Eligibility Criteria for Beneficiaries
- Must belong to one of the six minority communities notified under the National Commission for Minorities Act 1992 (Muslims, Christians, Buddhists, Sikhs, Jains, and Parsis).
- Special focus on women, youth, and differently-abled.
- Reservations:
- 3% of total seats are reserved for Persons with Disability (PwDs) across all components.
- The Women Leadership and Entrepreneurship Component is exclusively for women.
- Up to 25% of non-minority community members (EWS category) may be included in the Traditional Training Component.
- Up to 15% of non-minority community members (EWS category) may be included in other components.
4. Financial Criteria and Funding
