1️⃣ Scope of Work
The bidder will enter a Rate Contract for:
A. Establishment & Upgradation of Labs
- Establish 33 School Launchpad Tinkering Labs
- Establish 32 College Launchpad Tinkering Labs
- Upgrade & operate 8 iStart Incubation Centre Labs
- Supply of:
- Robotics, STEM, IoT, AI/ML kits
- 3D Printers, AR/VR systems, Drones
- Sensors, microcontrollers (Arduino, Raspberry Pi)
- AIoT workbench, rapid prototyping tools
- Installation, testing & commissioning of equipment
B. Operations & Maintenance
- Preventive and corrective maintenance
- Quarterly service schedule
- Replacement of faulty equipment within 7 days
- Maintain equipment registers, logbooks & stock audits
C. Consumables Supply (Only for Incubation Centres)
- Supply consumables for 24 months — 3D filament, soldering materials, electronics, etc.
D. Manpower Deployment (Only for Incubation Centres)
- 1 Instructor per lab (8 total)
- Min Qualification: B.E./B.Tech/MCA/M.Tech/MSc (IT/CS/ECE) + 1 year relevant experience
E. Training & LMS
- ToT (Training of Trainers) for school & college coordinators
- Monthly training for incubation centres (min 8 hours/month)
- Digital certificates
- Provide LMS with:
- Student app, mentor portal, teacher panel
- Video curriculum in English & Hindi
- Gamified learning, leaderboards
- Visual coding software with AI-integrated tools (OCR, face detection, TTS, translation etc.)
2️⃣ Pre-Qualification / Eligibility Criteria
A. Legal Entity
- Company / LLP / Partnership / Proprietorship registered in India
B. Financial Criteria
- Average Turnover (FY 2022–23 to 2024–25): ≥ ₹2 Crore
- Positive Net Worth as on 31.03.2025
C. Certifications
- ISO 9001:2015
D. Technical Experience
Bidder must have:
- One project ≥ ₹2 Crore, OR
- Two projects ≥ ₹1.25 Crore each
In ATL/STEM/Robotics/Coding/AI Labs, IT/ITES for Govt/PSU/Universities/Schools.
E. LMS & Visual Coding Software
- Must have proprietary, functioning LMS & coding software with required features.
F. Mandatory Registrations
- GST
- PAN
G. Mandatory Undertakings
- Not blacklisted, no insolvency, no conflict of interest, integrity compliance.
3️⃣ Financial Criteria
- Estimated Procurement Cost: ₹2.35 Cr
- Bid Security (EMD):
- 2% of estimated cost
- 0.5% for Rajasthan SSI
- 1% for Sick Industries
- Performance Security Deposit: Required after award
- Security Deposit: Required at time of agreement
4️⃣ Tender Fees & Processing Fees
- Tender Fee: ₹2,000
- e-Procurement Fee: ₹2,000
- Both payable via Demand Draft in favour of “Managing Director, RISL”

7️⃣ Evaluation Method
A. Technical Evaluation (100 Marks)
Qualification requires ≥ 70 Marks
Parameters include:
- Turnover
- Work orders & experience
- Number of labs established
- Tinkering/Robotics experience
- Detailed project plan & presentation (40 marks)
B. Financial Evaluation
- LCBS – L1 Method (Lowest Cost Based Selection)
8️⃣ Contract Details
- Rate Contract Validity: 2 years
- Extendable by 12 months
- Agreement to be signed within 15 days of LoI
