Project Background
BECIL invites Expression of Interest (EOI) for selection of a Consortium Partner to jointly participate in a tender issued by Samagra Shiksha, Himachal Pradesh for the Development of an AI-Enabled Gamified Assessment Portal for students of PM SHRI Schools in Himachal Pradesh
Scope of Work
The selected consortium partner shall collaborate with BECIL for:
  1. Bid preparation and participation in the Samagra Shiksha tender
  2. Design, development, deployment, and support of an AI-enabled gamified student assessment portal
  3. Execution of the project on a back-to-back basis, in line with client tender conditions
  4. Compliance with SLA, performance benchmarks, data security, and project timelines as defined in the client RFP
Pre-Qualification & Eligibility Criteria
  1. Legally registered Company / LLP / Partnership Firm
  2. Experience in IT / EdTech / AI-based platforms / digital assessment solutions
  3. Must not be blacklisted by any Government / PSU
  4. Capability to act as consortium partner and execute project jointly with BECIL
  5. Submission of Integrity Pact, Non-Disclosure Agreement, and Land & Border compliance undertaking
Financial Eligibility Criteria
  1. Submission of audited financial statements for last three financial years (FY 2022-23, 2023-24, 2024-25)
  2. Income Tax Returns for last three assessment years
  3. Bank certificate confirming financial capability / credit facility
  4. Ability to furnish Performance Bank Guarantee (PBG) on back-to-back basis, if project is awarded
Tender Fee & EMD
  1. EOI Processing Fee:
    ₹15,000 + GST (Non-refundable)
  2. Earnest Money Deposit (EMD):
    ₹11,00,000 (Refundable, no exemptions allowed)
