Tender Summary: Selection of Agency for Skill Development Training Program

1. Mobilization, counselling, and enrolment of candidates
2. Delivery of skill training in approved NSQF-aligned job roles
3. Deployment of certified trainers and training staff
4. Ensuring quality training as per PMKVY/MSDE guidelines
5. Coordination with accredited assessment and certification bodies
6. Placement and self-employment linkage for trained candidates
7. Post-placement tracking for a minimum of three months
8. MIS reporting, documentation, and compliance submissions
9. Coordination with SBSSU for monitoring, evaluation, and audits
10. Achieving physical and financial targets with submission of utilization certificates and audited statements

1. Bidder must be a legally registered entity such as Company, LLP, Society, Trust, Proprietorship, Startup, or Institute
2. Must possess valid PAN and GST registration

Experience Criteria

1. Minimum 3 years of experience in skill development, training, or social sector projects
2. Startups with relevant experience may be exempted from minimum experience requirement
3. Experience of conducting at least two Government-funded skill development programs
4. Experience of executing minimum two training projects of ₹50 lakh each for any Central or State Government Ministry within the last five years

1. Must be empanelled with a Government Skill Development Mission for the last three years or more

1. Minimum 10 on-roll trainers/resource persons in IT/ITES, digital technologies, or related sectors

1. The agency must not be blacklisted or debarred by any Central/State Government or PSU (self-declaration required)

1. Minimum average annual turnover of ₹0.50 crore during the last three financial years
2. Positive net worth
3. Audited balance sheets and CA-certified turnover statements must be submitted

1. Tender Fee: Not specified
2. Earnest Money Deposit (EMD): Not applicable
3. A Bid Security Declaration on ₹100 stamp paper is required instead of EMD

1. Payments will be released batch-wise upon satisfactory completion of milestones
2. Subject to verification and approval by SBSSU Skill Development Center
3. Statutory deductions including TDS will apply as per applicable norms

1. Proposals must be submitted offline with all required forms and supporting documents
2. No joint ventures, consortiums, sub-contracting, or franchising is permitted
3. Training centres cannot operate outside the university campus without prior approval
4. Use of SBSSU name or logo requires written permission

1. The agreement will be valid for three (3) years from the date of signing, unless terminated earlier.
