1. Bidder must be a Central PSU or State PSU registered in India
2. Must not be blacklisted or debarred by any Government authority
3. Consortium / Joint Venture participation is not allowed
4. Compliance with all statutory and legal requirements is mandatory

Eligibility & Technical Criteria

1. Demonstrated experience in Government / PSU projects
2. Availability of qualified professionals such as Project Managers and Consultants
3. Minimum qualifying score of 80 out of 100 in technical evaluation
4. Any criterion scoring “Zero” leads to disqualification

1. Financial bids will be opened only for technically qualified bidders
2. L1 rates will be discovered separately for each service category
3. Other qualified bidders must match L1 rates to be empanelled
4. Bids deviating beyond ±20% of the average financial bid may be rejected

1. Tender Document Fee: ₹5,000
2. E-Processing Fee: ₹1,180
3. Total Tender Fee: ₹6,180
4. EMD: ₹10,00,000 (₹10 Lakh) payable online via RTGS / NEFT

1. Bids must be submitted online only through the Haryana e-Tender portal
2. Two-stage bid submission:
   1. Packet 1: Technical Bid (PQ + TQ + EMD)
   2. Packet 2: Financial Bid
3. Digital Signature Certificate (Class-II or above) is mandatory
4. Bidders are advised to submit bids well before the deadline
