Scope of Work
- Organization and delivery of 480 offline FoSTaC Basic Training Programs across Rajasthan.
- Each training batch to cover 60 Food Business Operators (FBOs).
- Selection of participants through FSSAI FoSCoS portal.
- Compliance with FSSAI guidelines, circulars, and training modules.
- Submission of training records including attendance, Aadhaar details, assessments, feedback forms, and short video documentation.
- Coordination with district Food Safety Officers for verification.
- Issuance of FoSTaC certificates counter-signed by CFSDC, Rajasthan.
- Training partners must maintain a temporary or permanent office in Rajasthan during the contract period.
Pre-Qualification & Eligibility Criteria
- Bidder must be empanelled with FSSAI as a FoSTaC Training Partner with validity up to 31 March 2026.
- Experience of conducting FoSTaC or similar government training programs.
- Valid PAN and GST Registration.
- Submission of latest GST returns and Income Tax returns.
- Declaration of office presence in Rajasthan.
Financial Eligibility Criteria
- Minimum average annual turnover of at least 50% of the estimated bid value during the last three financial years (FY 2022-23, 2023-24, 2024-25).
- Turnover to be supported by CA-certified audited financial statements.
Tender Fee & EMD
- Tender Document Fee: ₹2,360 (inclusive of 18% GST)
(Demand Draft / Banker’s Cheque in favour of Commissioner, Food Safety and Drug Control, Rajasthan, payable at Jaipur)
- RISL Processing Fee: ₹1,500 (DD in favour of MD, RISL, payable at Jaipur)
- Earnest Money Deposit (EMD): ₹1,72,800
(DD / BG / e-PBG from a scheduled bank in favour of Commissioner, Food Safety and Drug Control, Rajasthan)
Submission Guidelines
- Bids to be submitted online only through: https://eproc.rajasthan.gov.in
- Physical submission of DDs for Tender Fee, RISL Fee, and EMD is mandatory.
- Digital Signature Certificate (DSC – Class III) required.
- Technical Bid and Financial Bid to be submitted in separate covers.
- Bid validity: 90 days from the last date of submission.
