Project Location: Government ITIs, Rajasthan
1. Overview
ITI Limited invites sealed Expressions of Interest (EOI) from eligible organizations for the selection of a Back-End Partner to support the implementation of Light Motor Vehicle (LMV) Driving Simulator Training across selected Government ITIs in Rajasthan. The initiative aims to enhance employability and road safety awareness among youth through simulator-based driver training.
2. Scope of Work
The selected Back-End Partner will be responsible for the following:
  1. Training Delivery
    1. Conduct LMV driving simulator-based training for 500 students
    2. Deliver theory sessions, simulator practice, traffic rules, driving ethics, and road safety modules
  2. Trainers & Methodology
    1. Deployment of qualified and experienced trainers
    2. Batch-wise training combining classroom theory and hands-on simulator sessions
  3. Monitoring & Reporting
    1. Maintenance of attendance and trainee performance records
    2. Submission of periodic progress and completion reports to ITI Limited
3. Eligibility Criteria
A. Organizational Eligibility
  1. Company/LLP/Partnership/Proprietorship/Government Autonomous Body registered in India
  2. Minimum 5 years of continuous operations as on bid submission date
  3. Consortium/Joint Ventures not allowed
  4. Bidder must not be blacklisted or debarred by any Central/State Government, PSU, or authority
B. Experience Criteria
Bidder must have executed similar work, meeting any one of the following conditions:
  1. One project of at least 80% of tender value, or
  2. Two projects of at least 60% of tender value each, or
  3. Three projects of at least 40% of tender value each
4. Financial Qualification Criteria
  1. Minimum average annual turnover of 30% of the tender value during the last three financial years
  2. Positive net worth during the last three financial years
  3. Government Autonomous Bodies are exempted from net worth criteria
  4. Audited financial statements/CA certificates to be submitted
5. Tender Fee & EMD
  1. Bid Document Fee:
    1. ₹5,000 + ₹900 (18% GST) = ₹5,900 (Non-refundable)
  2. Earnest Money Deposit (EMD):
    1. ₹50,000
    2. EMD exemption applicable for MSMEs and Government Autonomous Bodies
6. Estimated Tender Value
  1. ₹50 Lakhs (Approx.)

10. Mode of Selection (Financial Evaluation – Model I)
  1. Evaluation based on overall quoted price (after ITI margin)
  2. Lowest evaluated bidder (L1) will be considered
  3. In case of tie, higher margin offered to ITI will be preferred
