4. Achieving minimum 80% pass rate per batch (penalty applicable for shortfall)
5. Faculty replacement within 2 working days, if required
6. Submission of weekly/monthly progress reports
7. Compliance with PSDM and SSC guidelines

   ❌ Sole proprietorships and consortiums are not eligible

1. Entity must be established before 01 April 2024

1. Experience of engaging/supplying at least two (02) ToT-certified trainers in any job role between 01-04-2023 till application date
2. Valid proof through deployment records or client certificates required

1. Minimum average annual turnover of INR 50 lakh from any business
2. Applicable for FY 2023-24 and FY 2024-25
3. Audited financial statements and CA certificate with UDIN mandatory

1. Trainers: Must meet qualifications as per SSC Model Curriculum and valid ToT certification for the respective QP code
2. Peon-cum-Sweeper: Minimum 10th pass with Punjabi language proficiency

1. Tender Fee: INR 1,000 (Non-refundable)
2. Processing Fee: INR 10,000 (Non-refundable)
3. Earnest Money Deposit (EMD): INR 20,000 (Refundable)
   1. EMD of successful bidder refunded after submission of Performance Bank Guarantee (PBG)
   2. EMD liable to forfeiture in case of bid withdrawal, misrepresentation, or non-submission of PBG

1. Amount: 10% of total project cost (as per financial bid)
2. Submission Timeline: Within 07 days of issuance of Work Order
3. Validity: 180 days beyond project completion
4. PBG may be forfeited for non-performance, poor trainer quality, or negligence

1. Single-stage eligibility evaluation followed by financial bid
2. Only agencies fulfilling Annexure-B eligibility will qualify for financial bid opening
3. L1 (Lowest Financial Bidder) will be selected job-role wise

1. Applications must be submitted online only via www.eproc.punjab.gov.in
2. Submission to be strictly as per Annexure-C format
3. All documents must be self-attested, signed, and stamped on every page
4. Conditional or offline bids will be rejected outright

1. One bidder can submit only one bid, but may apply for multiple job roles
2. Selected agency must establish an office in Punjab with Punjab GST registration within 30 days
3. Payments will be released only against Punjab GST-registered invoices
