Scope of Work
The selected training institution will be responsible for:
- Providing Light Motor Vehicle (LMV) driving training to girls and women from the Scheduled Caste category in rural areas of Hingoli district.
- Conducting training at all project levels within the district.
- Ensuring completion of:
- Learner’s Licence (LL) procedures
- Driving training as per Central Motor Vehicle Rules
- Permanent Driving Licence (DL) issuance
- Providing vehicles, instructors, classrooms, training material, examination fees, and all necessary facilities.
- Ensuring trainee safety throughout the training period.
- Completing training within the prescribed timeline as per issued training orders.

Pre-Qualification & Eligibility Criteria
Bidders must:
- Be a registered institution / training provider.
- Possess valid Class III Digital Signature Certificate (DSC).
- Have recognition/affiliation from:
- Maharashtra State Board of Vocational Education /
- National Skill Development Authorities /
- Central Government /
- Maharashtra Motor Vehicle Department.
- Own minimum 5 Light Motor Vehicles and qualified instructors (1 vehicle + 1 instructor per project level).
- Have adequate classrooms, equipment, and training infrastructure.
- Not be blacklisted by any Government / Semi-Government authority (self-attested affidavit on ₹500 stamp paper).
- Submit Income Tax Return for FY 2024–25 (or valid exemption certificate).
- Submit PAN card and GST compliance documents.
Financial Criteria
- Maximum permissible training cost: ₹5,000 per trainee
(Bids exceeding this limit will be treated as invalid)
- GST will be deducted as per applicable rules.
Tender Fee & EMD
- Tender Fee: ₹4,720/- (Non-refundable)
- Earnest Money Deposit (EMD): ₹20,000/-
- Mode of Payment: Online only via Maharashtra e-Tender portal
Security Deposit & Performance Security
- Security Deposit: 2% of tender value
- Additional Performance Security: Applicable for bids quoted below estimated cost, as per Maharashtra Government norms.
- Security to be submitted in the form of Demand Draft / FDR from a nationalized or scheduled bank.
Submission Guidelines
- Tender to be submitted online only through https://mahatenders.gov.in
- Two-envelope system:
- Envelope I (Technical Bid): Eligibility & supporting documents
- Envelope II (Financial Bid): Quoted rates
- All documents must be self-attested and uploaded in PDF format.
- Bidders must be enrolled on the Maharashtra e-Tender portal and use the briefcase facility for document uploads.
Payment Terms
- 70% payment after submission of Learner’s Licence documents.
- 30% payment after submission of Permanent Driving Licence documents.
- No advance payment will be made.
- Payments are subject to availability of funds.
