Tender Objective
The tender aims to empanel DGCA-approved Remote Pilot Training Organisations (RPTOs) to impart Drone Pilot Training to 500 Scheduled Castes (SC) candidates of Haryana, enabling self-employment and livelihood opportunities in sectors such as agriculture spraying, surveying, mapping, videography, surveillance, and allied applications.
Scope of Work
- Training of 500 SC candidates through DGCA-approved RPTO / training institutes.
- Training to be conducted within the State of Haryana.
- Course curriculum and duration must strictly comply with DGCA norms.
- Training modules to be delivered in both Hindi and English.
- Issuance of valid Drone Pilot License/Certificate as per DGCA regulations.
- Boarding and lodging facilities to be included in the quoted price.
- Entire training program to be completed within 6 months from the date of work order.
Pre-Qualification / Eligibility Criteria
- Bidder must be a DGCA-approved RPTO / Training Institute.
- Must have at least one operational RPTO training centre in Haryana.
- Availability of minimum two DGCA-qualified drone instructors.
- Experience in skill development and/or drone training projects with Government / PSU / Boards.
- The bidder must not be blacklisted or debarred by any Government authority.
- Sub-letting of the contract is not permitted.
Financial Eligibility Criteria
- Average Annual Turnover:
Minimum ₹50 lakh during the last three financial years, supported by audited financial statements and CA certificate.
- Submission of latest Income Tax Return, PAN/TAN, and GST registration.
Tender Fee & EMD
- Tender Document Fee: ₹5,000/- (Non-refundable)
- E-Service Fee: ₹1,180/- (including GST)
- Earnest Money Deposit (EMD): ₹3,00,000/-
- EMD Exemption: Applicable to State/Central Government institutions and MSMEs of Haryana as per rules.
Selection Methodology
- Selection will be based on Quality-cum-Cost Based Selection (QCBS):
- Technical Score: 80% weightage
- Financial Score: 20% weightage
- Only bidders scoring the minimum qualifying marks in the technical evaluation will be considered for financial bid opening.

- Bidders must be registered on the portal and possess a Class II / III Digital Signature Certificate (DSC).

Additional Information
- Training must commence within 15 days of issuance of Letter of Intent.
- Performance Security: 5% of contract value, refundable after completion and defect liability period.
