Project Overview
OCAC invites proposals for the selection of an agency to implement AI-powered virtual classrooms with digital assessment across 5,370 Government and Government-Aided Schools in Odisha under the ICT & Digital Initiatives Scheme. The project includes CAPEX-based implementation and 5 years of O&M (OPEX) post Go-Live.
Scope of Work
The selected bidder will provide an end-to-end solution, including:
- Establishment of 4 Main Studios and 8 Regional Studios for live remote teaching
- Deployment of AI-enabled virtual classrooms in 5,370 schools
- Provision of fiber/satellite/BharatNet connectivity based on feasibility
- Supply and installation of:
- Interactive Flat Panels (IFPDs)
- AI/Edge servers
- Digital student assessment devices
- Networking and power infrastructure
- Development and delivery of digital curriculum content (Classes 6–12) in Odia and English
- Implementation of AI-based digital assessment, analytics dashboards, and MIS
- Deployment of Teacher App & Student App for live and recorded learning, including remedial teaching
- Operations, maintenance, monitoring, and SLA compliance for 5 years
Pre-Qualification & Eligibility Criteria (Key Highlights)
Legal & Structural
- Bidder must be registered in India (Company/LLP)
- Consortium allowed (maximum 2 members; one Lead Bidder mandatory)
Financial Criteria
- Average Annual Turnover (Last 3 FYs):
- Lead Bidder: ₹800 Crore, including ₹400 Crore from IT/ITES
- Consortium Member: ₹50 Crore
- Positive Net Worth for last three financial years
Technical Experience
The bidder (or consortium member) must demonstrate:
- Implementation of smart/virtual classrooms in:
- 4,300 classrooms (single project), or
- 3,200 classrooms (two projects), or
- 2,200 classrooms (three projects)
- Experience in:
- Broadcasting studios (minimum 3)
- Digital assessment devices (minimum 40,000)
- Live teaching sessions (minimum 500 sessions)
- VSAT/satellite-based classroom connectivity
- Mandatory LIVE solution demonstration
- Valid ISO 9001, ISO 20001, and ISO 27001 certifications
- OEM authorizations for all critical hardware, software, and content components
- No blacklisting by any Government/PSU in India
Financial Details
- Tender / RFP Fee: ₹22,400 (non-refundable, inclusive of GST)
- Earnest Money Deposit (EMD): ₹8.00 Crore
- Performance Bank Guarantee (PBG): 10% of total project cost
- Bid Validity: 180 days
