Project Overview
OCAC invites proposals for the selection of an agency to implement AI-powered virtual classrooms with digital assessment across 5,370 Government and Government-Aided Schools in Odisha under the ICT & Digital Initiatives Scheme. The project includes CAPEX-based implementation and 5 years of O&M (OPEX) post Go-Live.
Scope of Work
The selected bidder will provide an end-to-end solution, including:
  1. Establishment of 4 Main Studios and 8 Regional Studios for live remote teaching
  2. Deployment of AI-enabled virtual classrooms in 5,370 schools
  3. Provision of fiber/satellite/BharatNet connectivity based on feasibility
  4. Supply and installation of:
    1. Interactive Flat Panels (IFPDs)
    2. AI/Edge servers
    3. Digital student assessment devices
    4. Networking and power infrastructure
  5. Development and delivery of digital curriculum content (Classes 6–12) in Odia and English
  6. Implementation of AI-based digital assessment, analytics dashboards, and MIS
  7. Deployment of Teacher App & Student App for live and recorded learning, including remedial teaching
  8. Operations, maintenance, monitoring, and SLA compliance for 5 years
Pre-Qualification & Eligibility Criteria (Key Highlights)
Legal & Structural
  1. Bidder must be registered in India (Company/LLP)
  2. Consortium allowed (maximum 2 members; one Lead Bidder mandatory)
Financial Criteria
  1. Average Annual Turnover (Last 3 FYs):
    1. Lead Bidder: ₹800 Crore, including ₹400 Crore from IT/ITES
    2. Consortium Member: ₹50 Crore
  2. Positive Net Worth for last three financial years
Technical Experience
The bidder (or consortium member) must demonstrate:
  1. Implementation of smart/virtual classrooms in:
    1. 4,300 classrooms (single project), or
    2. 3,200 classrooms (two projects), or
    3. 2,200 classrooms (three projects)
  2. Experience in:
    1. Broadcasting studios (minimum 3)
    2. Digital assessment devices (minimum 40,000)
    3. Live teaching sessions (minimum 500 sessions)
    4. VSAT/satellite-based classroom connectivity
  3. Mandatory LIVE solution demonstration
  4. Valid ISO 9001, ISO 20001, and ISO 27001 certifications
  5. OEM authorizations for all critical hardware, software, and content components
  6. No blacklisting by any Government/PSU in India
Financial Details
  1. Tender / RFP Fee: ₹22,400 (non-refundable, inclusive of GST)
  2. Earnest Money Deposit (EMD): ₹8.00 Crore
  3. Performance Bank Guarantee (PBG): 10% of total project cost
  4. Bid Validity: 180 days
