Scope of Work
The selected agency will be responsible for conducting an independent assessment of the performance of ITI and Polytechnic candidates under DTE&T, Odisha, focusing on placement outcomes and salary benchmarks.
Key activities include:
  1. Analysis of existing placement records of ITI and Polytechnic candidates
  2. Collection and validation of salary data (CTC/Base Salary) for placed students
  3. Exclusion of internships and apprenticeship engagements from analysis
  4. Identification of gaps and improvement areas in placement performance
  5. Preparation and submission of a Terms of Reference (ToR) highlighting focus areas for improving employability, placement ratios, and salary levels
  6. Submission of a detailed approach and methodology report
Pre-Qualification / Eligibility Criteria
Legal Status
The bidder must be a legally registered entity as one of the following:
  1. Company registered under the Companies Act, 2013
  2. Limited Liability Partnership (LLP) under LLP Act, 2008
  3. Partnership Firm / Registered Society / Registered Co-operative Society
Operational Experience
  1. Minimum 10 years of operational experience in consultancy services in India as on bid due date
Relevant Experience
  1. Must have executed ITI or Polytechnic-related assignments for Central Government or any State Government during the last 5 financial years
Blacklisting Status
  1. The bidder must not be blacklisted by any Central or State Government department in India
  2. A self-declaration from the authorized signatory is mandatory

Financial Eligibility Criteria

  1. Minimum average annual turnover of INR 5 Crore from consultancy services
  2. Turnover to be calculated over the last three financial years:
    1. FY 2022-23
    2. FY 2023-24
    3. FY 2024-25
  3. Audited financial statements and CA/Statutory Auditor certification are required
