Pre-Qualification Criteria
Expression of Interest (EoI): DDU-GKY 2.0 – West Bengal
Paschim Banga Society for Skill Development (PBSSD), under the Department of Technical Education, Training & Skill Development, Government of West Bengal, invites Expressions of Interest (EoI) from eligible Project Implementing Agencies (PIAs) for implementation of Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) Phase 2.0 in the state of West Bengal.
This EoI aims to empanel competent PIAs for delivering fully residential skill training programs aligned with the Ministry of Rural Development (MoRD) guidelines.
Scope of Work
- Implementation of DDU-GKY 2.0 skill development projects in West Bengal
- Mobilization, training, assessment, certification, and placement of rural youth
- Training programs must be fully residential
- Targets and project duration may be revised by PBSSD based on appraisal outcomes and MoRD guidelines
- Placement outcomes must comply with DDU-GKY 2.0 norms (minimum 50% placement)
Pre-Qualification Criteria
- Applicant must be a Project Implementing Agency (PIA) registered with MoRD
- Must possess a valid PRN (PIA Registration Number) generated through the DDU-GKY portal
- Existing PIAs under DDU-GKY must have achieved at least 50% placement of trained candidates
- Compliance with DDU-GKY 2.0 Standard Operating Procedures (SOPs) is mandatory
Eligibility Criteria
- Eligible entities include:
- Companies
- LLPs
- Trusts
- Societies
- Start-ups (as per DDU-GKY categorization)
- Applicants must meet technical, operational, and domain experience requirements as defined in the DDU-GKY 2.0 SOP
- Cross-domain placement is not permitted
Financial Criteria
- Submission of audited financial statements and ITRs for the last three financial years
- FY 2022–23
- FY 2023–24
- FY 2024–25
- Start-up / D-category applicants must submit audited statements for three years
- Mandatory documents include:
- Net worth certificate (with UDIN)
- Solvency certificate (bank-issued and CA-attested with UDIN)
- Projected cash flow statement aligned with the Prospective Project Work Schedule (PPWS)
- CIBIL / CCR reports must be obtained only from CIBIL TransUnion
Tender Fee, EMD & Appraisal Fees
- Application / Initial Screening Fee:
₹29,500 (inclusive of GST) – Non-refundable
Payable to: NABARD Consultancy Services (NABCONS)
- Qualitative Appraisal Fee (for shortlisted applicants):
₹1,47,500 (inclusive of GST) – Non-refundable
Payable to: Paschim Banga Society for Skill Development (PBSSD)
Note: There is no separate Earnest Money Deposit (EMD); applicable fees are as per DDU-GKY 2.0 appraisal process.
Submission Guidelines
- Proposals must be submitted online only through the DDU-GKY portal
- All supporting documents must be uploaded at the time of submission
- Documents submitted later via email or physical copy will not be considered for scoring
- Originals will be verified during the Head Office visit
- All CA certificates must carry valid UDIN numbers
- Incomplete or non-compliant proposals will be summarily rejected

- Opening of Proposals:
After closure of submission window (as per PBSSD appraisal schedule)
Attendance in the pre-bid meeting is optional and not mandatory for submission.
Document Checklist (Indicative)
Applicants should ensure availability and upload of the following:
- PRN registration proof
- Legal status documents (MoA, Trust Deed, Registration Certificate, etc.)
- Audited financial statements (last 3 years)
- ITRs for last 3 financial years
- Net worth certificate (CA with UDIN)
- Bank solvency certificate (CA-attested with UDIN)
- CIBIL / CCR reports (CIBIL TransUnion only)
- Trainer CVs (certified by authorized signatory)
- Letters of Intent (LoIs) for same-domain job roles
- Projected cash flow statement with PPWS
- Affidavits on non-judicial stamp paper
- Proof of past skill training and placement experience (as per SOP scorecards)
Important Notes
- PBSSD reserves the right to modify timelines, targets, or cancel the EoI without prior notice
- Applicants are advised to carefully review DDU-GKY 2.0 SOPs and guidelines before applying
- Final selection will be based on appraisal reports and approval of the Project Appraisal Committee (PAC)
