BECIL, a Government of India Enterprise under the Ministry of Information & Broadcasting, invites Expressions of Interest (EOI) from eligible organizations for Centralized Empanelment of Back-End Partners/Vendors/Associates to assist in Skill and Training Activities under various Government Schemes and Missions across India.
Scope of Work
Empanelled partners will support BECIL in planning, implementation, and execution of skill development and training projects under central and state government schemes. The scope broadly includes:
  1. Skill development and training program execution
  2. Project management and operational support
  3. Pan-India deployment for government missions
  4. Support during client tenders and project execution as required by BECIL
Pre-Qualification Criteria (Summary)
Bidders must demonstrate:
  1. Relevant experience in skill development, training, or allied government projects
  2. Adequate technical capability and organizational capacity
  3. Experience aligned with the project value category applied for
  4. Compliance with minimum eligibility and evaluation criteria as detailed in Annexure-1A to 1E
Note: Vendors empanelled in a higher project value category are automatically eligible for lower value categories.
Eligibility Criteria
  1. The bidder must be a legally registered entity in India
  2. Must not be blacklisted or debarred by any Government authority in India
  3. Must submit all declarations and undertakings in prescribed formats
  4. MSME bidders may claim applicable exemptions upon submission of valid MSME certificates

  1. Tender Fee: Non-refundable
  2. Empanelment Fee: Refundable for unsuccessful bidders; non-refundable for empanelled vendors
  3. Fees must be submitted via Demand Draft in favour of Broadcast Engineering Consultants India Limited (BECIL), payable at Delhi
EMD (Earnest Money Deposit)
  1. No separate EMD is prescribed
  2. Empanelment Fee serves as the applicable financial security for this EOI
Submission Guidelines
  1. Bids must be submitted in physical (hard copy) form only
  2. Complete application should be sealed and clearly superscribed with:
    1. “Application for Expression of Interest for Centralized Empanelment of Back-End Partners/Vendors/Associates”
    2. EOI Number and Date
  3. Submission location:
    BECIL Bhawan, C-56/A-17, Sector-62, Noida – 201307 (Uttar Pradesh)
  4. Late or incomplete submissions will not be considered

  3. Demand Drafts for Tender Fee and Empanelment Fee
  4. MSME Certificate (if applicable)
  5. Certificate of Incorporation / Registration
  6. PAN, GST Registration Certificates
  7. Non-Blacklisting Declaration (Annexure-5)
  8. Undertaking for document correctness (Annexure-6)
  9. Power of Attorney (Annexure-8)
  10. Experience & project completion certificates (Annexure-13A & 13B)
  11. List of offices / Pan-India presence details
  12. Any other documents as specified in the EOI
Incomplete documentation may lead to rejection at the pre-qualification stage.
