Tender Overview

The Institute of Entrepreneurship Development, Uttar Pradesh (IEDUP) has invited bids for the engagement of an Infrastructure & Implementation Agency to execute skill development training programs across multiple states in India for FY 2025–26 and 2026–27.

The project focuses on delivering structured vocational and entrepreneurship training programs with full operational support, including infrastructure, logistics, and post-training facilitation.

📌 Scope of Work

The selected agency will be responsible for end-to-end implementation of skill development programs, including:

🔹 Training Infrastructure

1. Fully equipped classrooms (40–50 candidates per batch)
2. Labs, IT infrastructure, internet, AV systems
3. Power backup and permanent training facilities

🔹 Training Delivery

1. Conduct programs (14–30 weeks duration)
2. Multiple domains such as Digital Marketing, Cyber Security, Solar Installation, Warehouse Management, etc.

🔹 Candidate Support

1. Training kits (study material, stationery, ID cards)
2. Refreshments and basic facilities

🔹 Project Management

1. Deployment of trainers, coordinators, and support staff
2. Batch management, attendance, and documentation

🔹 MIS & Reporting

1. Maintain training data, attendance, assessment records
2. Submission of reports and compliance tracking

🔹 Assessment & Certification

1. Coordination with third-party assessment agencies
2. Certification facilitation

🔹 Placement & Post Training Support

1. Career counselling and placement assistance
2. Follow-up and outcome tracking

📌 Pre-Qualification Criteria (PQ)

🔹 Basic Eligibility

1. Registered entity (Company/LLP/Society) with minimum 5 years existence
2. Functional office in Uttar Pradesh
3. Valid PAN & GST

🔹 Experience Requirements

1. Minimum 3 years experience in skill development / training
2. Must have trained 2000+ candidates in last 3 years
3. At least 5 Govt/PSU projects
4. Experience across 10+ districts/cities

🔹 Project Experience

1. Either:

1. Minimum 20 staff, including trainers

🔹 Financial Criteria

1. Average turnover: ₹1.2 Crore (last 3 years)
2. Positive net worth
3. ITR for last 3 years

🔹 Certifications

1. ISO 9001 certification mandatory
2. Non-blacklisting declaration required

📌 Technical Evaluation

1. Total Marks: 100
2. Minimum Qualifying: 75 Marks
3. Based on turnover, experience, infrastructure, trainers, and presentation

📌 Financial Criteria

1. Estimated Tender Value: ₹4,22,34,012
2. EMD: ₹5,00,000
3. Performance Security: 3% of contract value
4. Additional PBG applicable for low bids
