Scope of Work

The selected Training Partner will be responsible for:

1. Setting up and operationalizing MSDC infrastructure
2. Running skill training programs (minimum 5 courses mandatory)
3. Training minimum 350 candidates annually
4. Ensuring 70% placement of trained candidates
5. Managing administration, trainers, and course delivery
6. Procuring equipment, utilities, and maintaining infrastructure
7. Marketing courses and increasing enrollment
8. Ensuring compliance with Government schemes and Skill India portal
9. Submitting periodic reports (monthly, quarterly, annual)
10. Managing finances, escrow account, and revenue sharing

1. 50% candidates may be sponsored by PSDM
2. Courses must align with industry demand and SSC standards

Eligibility Criteria

General Eligibility

1. Open to Training Partners, NGOs, Corporates, SSCs, Govt. bodies, and JV/Consortium
2. Consortium allowed (max 3 partners)
3. Lead partner must meet 50% criteria

Experience Criteria

Minimum 5 years of existence

1. Training & Placement:

Placement Tie-Up

1. Minimum 10 employers for placement of 245 candidates

Other Conditions

1. Not blacklisted
2. Valid registrations (GST, IT, etc.)

Financial Criteria

Tender Fee & EMD

Tender Fee: ₹5,000 (Non-refundable)

1. EMD: ₹4,00,000
2. Performance Bank Guarantee: ₹25,00,000
3. EMD Exemption: Yes (for MSEs & Startups with valid proof)

Mode: Online via e-Procurement Portal

Two-stage process:

1. Technical qualification: Minimum 70 marks
2. Final selection: Highest Revenue Share (%) bidder
3. Proposal validity: 180 days
