Scope of Work

The scope of work covers the supply of laboratory equipment and related items for Govt. Homoeopathic Medical College, Thiruvananthapuram. As per the BOQ, the procurement includes multiple lab and medical education items such as:

1. Steel ceramic centre wire gauze, glucometer strips, rubber teats, blood lancets and tripod stands
2. Hot plate with magnetic stirrer, digital timers, filter papers and capillary tubes
3. Haemocytometer accessories, haemoglobinometer sets, pipettes, WBC/RBC pipettes and Wintrobe tubes
4. Spirometer, hand grip dynamometer, PH meter, dissection completion set and microscope accessories
5. BP apparatus, stethoscope, specimen jars, laminar airflow cabinet and comparison microscope
6. Gynaecological examination light, tincture press, colorimeter, electric triturator and hot air oven
7. UV-visible spectrophotometer, borosilicate glassware, measuring cylinders, pipettes, beakers and test tube stands

The BOQ contains 68 item lines and bidders must quote rates in the prescribed BOQ format without modifying or replacing the template.

Pre-Qualification Criteria

The tender notice does not prescribe detailed turnover, net worth or past experience thresholds. However, bidders should meet the following broad requirements:

1. The bidder should be a competent firm or individual capable of supplying the required lab equipment.
2. The bidder must submit the bid in the prescribed e-tender format.
3. The quoted rates must be inclusive of GST, cess and all applicable taxes.
4. The bidder must upload required payment receipts and supporting documents.
5. Valid Udyog Aadhaar holders are eligible for exemption from EMD and tender fee as per the tender notice.

Eligible bidders may include suppliers, firms, dealers, manufacturers, distributors or individuals who can supply the specified laboratory equipment in the required quantities and quality. The tender documents also require compliance with the standard agreement conditions for supply contracts, including quality assurance, timely supply and replacement of defective goods where applicable.

Tender Fee and EMD Details

Bidders must remit the tender form fee online and upload the receipt with the bid. The GST amount of ₹342 must be remitted directly to the GST Department, and the receipt must also be uploaded.

An EMD of 1% of the total cost of articles quoted must be paid online, and the payment receipt must be uploaded along with the bid. A preliminary agreement on Kerala stamp paper worth ₹200 is also required. Firms/persons having valid Udyog Aadhaar are exempted from remitting EMD and tender fee.

Submission Guidelines

Bidders should submit their tender through the Kerala e-tender portal within the prescribed timeline. The BOQ template should not be modified or replaced. Bidders are expected to enter only the bidder name and quoted values in the BOQ.

The following points should be noted:

Bids must be submitted online only.

Tender fee receipt, GST receipt and EMD receipt must be uploaded.

1. Preliminary agreement on ₹200 Kerala stamp paper must be uploaded.
2. The BOQ must be submitted in the prescribed format.
3. Tender documents submitted after the specified date and time will be rejected.
4. If the tender opening date falls on a holiday, the tender will be opened on the next working day.

2. As per the attached agreement format, the selected contractor must supply the goods according to approved specifications and agreed quantities. The contractor is responsible for the quality and workmanship of the supplied goods. In case of defective or non-conforming goods, the government may reject the goods and require replacement at the contractor’s risk and cost.
3. The agreement also states that time is an essential part of the contract. Delay in supply or service may attract deductions, and the maximum deduction may go up to 10% of the contract price for delayed stores or unperformed services.
