Scope of Work

The tender primarily covers manpower outsourcing services for administrative and security support at Gujarat archive/record offices. The manpower requirement includes:

  1. Data Entry Operators – Skilled, Graduate, Admin Profile
  2. Security Guards – Unskilled, Secondary School Profile

Scope for Data Entry Operators

The Data Entry Operator will be responsible for administrative and digital record-related work. The scope includes:

  1. Managing admission portal data and records
  2. Entering data of admitted trainees
  3. Recording attendance and marking results
  4. Maintaining trainee and office-related records
  5. Generating and processing bills through the IFMS portal
  6. Maintaining bill records and associated documentation
  7. Typing official letters and office documents
  8. Handling e-office related work
  9. Preparing notes, sanctions and official documents as directed by the competent authority
  10. Maintaining registers, store records and stock entries
  11. Using MS Office tools such as Word, Excel and PowerPoint
  12. Typing work in both Gujarati and English

Scope for Security Guards

The bid also includes Security Guard manpower under the unskilled category. Security personnel will be deployed as per the buyer’s requirement at designated locations.

Deployment Locations

The manpower is expected to be deployed across Gujarat, including archive/record office locations in Gandhinagar, Junagadh, Bhavnagar, Vadodara and Rajkot as per the bid schedule.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

  1. Must be a registered seller/service provider on GeM.
  2. Must have at least 3 years of experience in same or similar manpower services.
  3. Must have minimum average annual turnover of ₹48 lakh for the last three financial years.
  4. Must have experience of providing similar services to Central Government, State Government organizations or PSUs.
  5. Must have a service provider office in the consignee’s state, i.e., Gujarat.
  6. Supplier must be registered in Gujarat.
  7. Functional office should already exist in Ahmedabad or Gandhinagar at the time of bid publication.
  8. Bidder must submit all documents required in the bid document for technical evaluation.
  9. Bidder must provide dedicated/toll-free telephone number for service support.
  10. Bidder must submit escalation matrix for service support.
  11. Bidder must submit ETF mandate duly certified by the bank.

Similar Work Experience Requirement

The bidder must have successfully executed/completed similar services during the current financial year and the last three financial years, ending March prior to bid opening, as per any one of the following:

  1. Three similar completed services each costing not less than 40% of the estimated cost; or
  2. Two similar completed services each costing not less than 50% of the estimated cost; or
  3. One similar completed service costing not less than 80% of the estimated cost.

Eligibility Criteria

Eligible bidders should be manpower outsourcing service providers capable of supplying skilled and unskilled manpower as per the GeM category requirements. Bidders must comply with the applicable labour laws, wage requirements, social security obligations and GeM terms and conditions.

The bidder should ensure that the proposed manpower meets the profile requirements, including educational qualification, typing skill, office work capability, digital record handling and administrative support requirements wherever applicable.

Financial Criteria

The bidder must meet the minimum average annual turnover requirement of ₹48 lakh for the last three years. Documentary evidence such as certified audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant indicating turnover details should be uploaded with the bid.

The estimated bid value is ₹23,27,776, inclusive of taxes. This value is mainly for EMD calculation and eligibility reference and should not be treated as a price benchmark for bidders.

Tender Fee and EMD
