Scope of Work

The tender requires manpower deployment for conservancy and maintenance services within the Indian Coast Guard premises. The broad scope includes:

OTM Area

The selected service provider will be responsible for complete office cleanliness, including conference rooms, pantries, corridors, outer areas, stairs, MT parking areas and toilets. The work also includes upkeep of interiors, furniture and furnishings, removal of dust and cobwebs, and general maintenance and cleaning of storm drains, roads, roadsides, common areas, administrative areas and parade ground.

TRV Area

The scope includes cleanliness of common areas such as corridors, stilt areas, drying areas and open areas. The service provider will also manage garbage collection from designated areas and clearance or dumping outside the Coast Guard area. Additional duties include weed eradication, arboriculture services, maintenance of lawns and flower beds, and support for maintaining a clean and green environment.

Manpower Requirement

Pre-Qualification Criteria

Bidders should be eligible service providers on GeM and must meet the prescribed experience, turnover and technical requirements. The service provider must have a registered office within Andhra Pradesh and must submit valid documentary proof when required by the buyer.

The bidder should have past experience in providing similar manpower services. The bid document requires 3 years of past experience in same or similar services. Relevant contracts, work orders and supporting documents should be uploaded with the bid.

Eligibility Criteria

The bidder must be a valid service provider capable of deploying manpower for housekeeping, conservancy and support services. The bidder must comply with GeM terms, buyer-added bid conditions and all applicable labour laws.

MSE and DPIIT-registered Startup relaxations are available for experience and turnover criteria, subject to submission of valid supporting documents and compliance with quality and technical specifications.

Bidders claiming MSE-related benefits must be valid service providers. Traders are excluded from MSE-related EMD exemption and purchase preference benefits in service tenders.

Financial Criteria

The bidder should have successfully executed similar services during the relevant period. The bid provides the following standard similar-service completion criteria:

Submission Guidelines

The bid must be submitted online through the GeM portal. The bid is a two-packet bid, meaning bidders must submit technical and financial details separately as required by GeM. The financial document must include a price breakup.

Bidders should ensure that no price-related details are included in the technical bid unless specifically allowed. All certificates, documents, experience proofs, turnover records, EMD or exemption documents and buyer-required supporting documents should be uploaded before the deadline.

The service provider must pay wages or salaries to deployed manpower first from its own funds and then claim payment from the buyer along with statutory documents such as PF, ESIC records and bank statement proof of payment.

Key Buyer-Added Conditions

The service provider must maintain an office in Andhra Pradesh and submit documentary evidence. The contractor should, as far as practicable and subject to suitability and willingness, retain the existing deployed manpower for continuity of services.

The contractor must ensure payment to deployed employees on or before the 7th day of every succeeding month. Proof of payment disbursement must be submitted with the monthly invoice.

The contractor must comply with all applicable labour laws, including minimum wages, EPF, ESI and other statutory obligations prescribed by the Central Government from time to time.

The contractor must submit the Performance Bank Guarantee within 15 days from the date of issue of the work order. A formal agreement on non-judicial paper of appropriate value must be executed before commencement of work and before release of payment.
