Scope of Work
The selected outsourcing agency will deploy a Psychological Counsellor for Military Station Danapur Cantt / Military Hospital Danapur. The counsellor will work under the supervision of the Officer-in-Charge Outsourcing, under the command of the Commanding Officer, Military Hospital Danapur, and in consultation with the Psychiatrist of MH Danapur.
The major responsibilities include:
- Visiting unit and sub-unit locations regularly to address psychological issues of troops and families.
- Interacting with personnel collectively or individually as required.
- Recording personal and demographic details of individuals attending counselling sessions.
- Maintaining documentation related to patient interaction and observations.
- Being available and accessible to troops and dependants for guidance on domestic concerns and psychological issues.
- Referring patients requiring treatment to the Psychiatrist at Military Hospital Danapur.
- Maintaining confidentiality of all counselling sessions.
- Ensuring that counselling data is not used for research or publication without prior permission from formation headquarters.
- Avoiding prescription of medication unless authorised under RCI/NMC norms.
- Confidentially sharing referral-related details with unit commanders where required.
- Handling counselling related to marital discord cases, stress management of troops and families, and follow-up support.
The working hours are 8 hours per day, 6 days a week, during hospital timings, generally 8:00 AM to 4:00 PM. In case of unauthorised absence, a deduction of ₹1,180 per day, excluding applicable GST and service charges, is mentioned in the scope document.

Experience Criteria
The bidder must have completed similar services during the last three years, including the current financial year and the last three financial years ending March prior to bid opening.

Financial Criteria
The minimum average annual financial turnover of the bidder during the last three years should be ₹13 lakh. Documentary evidence such as certified audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant showing turnover details must be uploaded with the bid.
For newly incorporated bidders with less than three years of existence, average turnover for completed financial years after incorporation will be considered as per the bid conditions.

Submission Guidelines
