Scope of Work

The scope of work includes AMC services for the following equipment installed at ONGC Tripura Asset:

The contractor is required to maintain both instruments in good working condition during the contract period to ensure smooth and uninterrupted functioning. The AMC includes preventive maintenance, breakdown maintenance, calibration checks, software checks, lubrication, routine servicing, inspection of parts and accessories, and technical guidance to ONGC regarding spare parts and consumables.

Preventive Maintenance Requirements

The contractor must provide two preventive maintenance visits per year for both the HTHP Consistometer and Ultrasonic Cement Analyzer. Preventive maintenance includes routine checks, leak inspection, filter checks, magnetic drive assembly inspection, RPM check, potentiometer calibration, BC check with standard cement, software checks, lubrication, calibration adjustment, and overall functional verification.

The first preventive maintenance visit is required within 30 days from the date of Notification of Award. The schedule for remaining visits will be shared at the time of issuance of NOA or work order.

Breakdown Maintenance Requirements

In case of sudden failure, breakdown, or subnormal performance of the equipment, the contractor must depute a service engineer on priority. The contractor must attend the breakdown maintenance call within 15 days from the date of reporting by ONGC through email or phone and make reasonable efforts to restore the equipment at the earliest.

Spares, consumables, and components required for repair and replacement will be provided by ONGC.

Pre-Qualification Criteria

The tender document states that eligibility and experience criteria are not applicable. Since this is an OEM/OES single tender addressed to the OEM-authorised service provider, general open pre-qualification conditions such as prior work experience, turnover, and net worth are not separately prescribed in the attached document.

Eligibility Criteria

The bidder must submit the bid in the name of the bidding entity and ensure that all tender terms and conditions are accepted. The bid must be digitally signed by an authorised signatory. The bidder must also provide valid authorisation or Power of Attorney to establish the authority of the signatory.

If the bidder is an MSE, valid Udyam Registration Certificate and relevant declarations must be submitted, wherever applicable. If the bidder is a start-up seeking relaxation, DPIIT registration and relevant declaration must be provided.

Financial Criteria

No specific minimum turnover, net worth, or financial eligibility requirement is prescribed in the attached tender document. The bidder is required to quote prices in Indian Rupees only. Prices must remain firm during the contract period, except for changes allowed under the change-in-law provision.

Price evaluation will be done based on the total AMC charges for preventive and breakdown maintenance for three years, including GST and all applicable taxes, duties, levies, travel, lodging, boarding, local conveyance, and incidental charges.

Payment will be made after each service as per the price schedule, subject to statutory and contractual deductions, against invoice and jointly signed satisfactory work completion certificate.

Submission Guidelines

Bids must be submitted online through the GePNIC-CPPP portal before the closing date and time. All uploaded documents must be digitally signed by the authorised signatory. Password-protected bid files will not be considered.

The price bid must be filled only in the prescribed online price format. Physical price bids will not be accepted. Bidders must ensure that the techno-commercial submission does not disclose price details, wherever separate price format requirements apply.

Bidders are advised to submit the bid well before the deadline to avoid portal or system-related issues. No bid can be submitted after the submission deadline, and the system time on the e-procurement portal will be treated as final.
