Pre-Qualification Criteria Summary of Essential/Eligibility Criteria for Opening Technical Bid 1. Legal Entity The coaching institute must be a registered entity for at least 5 years in Madhya Pradesh as a society, trust, proprietor firm, partnership firm, private/public limited company, or LLP.
Must have a valid GST number (except for societies and NGOs) and a PAN number.
Supporting Documents: Registration certificate, GST registration copy, PAN card.
2. Financial Strength
Minimum annual turnover of ₹1 crore from training or coaching business in any three of the last five years (2019-20 to 2023-24).
Total turnover of ₹5 crore from coaching business in any three of the last five years.
Must have a positive net worth in the last financial year (2023-24).
Supporting Documents: Chartered Accountant certificate, audited financial accounts, ITR returns, and CA-certified certificate with UDIN.
3. Experience
At least 3 years of experience in coaching the applied subject with a minimum of 500 candidates per year in each subject group category.
Supporting Documents: List of students taught (last 3 years) with enrollment numbers, photos, fee receipts.
4. Infrastructure
Minimum space of 5,000 square feet, either owned or rented, for coaching.
Must have adequate infrastructure like audio-visual equipment, a library, clean drinking water, separate toilets, fire extinguishers, CCTV.
Supporting Documents: Registry document, rent agreement, deed document.
5. Coaching Experts
At least 3 full-time teachers with 3 years of experience in the relevant subject, with one expert for each subject category.
Supporting Documents: CVs, salary slips, and declarations by the bidder.
6. Logical Action Plan
A month-wise logical action plan for the entire coaching duration must be submitted.
Supporting Documents: Logical action plan document.
7. Non-Blacklisting
The bidder should not be blacklisted by any government or semi-government entity in India in the last five years.
Supporting Documents: Self-declaration letter on non-judicial stamp paper.
8. Niti Aayog Registration (for NGOs)
NGOs must be registered with NITI Aayog.
Supporting Documents: Copy of NITI Aayog registration.
Additional Notes
All criteria must be met by the applicant organization itself; franchising or outsourcing coaching work is not permitted.
Proof of the establishment's operations over the last 3 years in the division where the bidder is participating must be provided. |
