The RGSA aims to enhance the capabilities of Elected Representatives (ERs) and other Panchayat stakeholders for effective local governance and to align with Sustainable Development Goals (SDGs). The scheme is effective from April 2022 to March 2026.

Key Highlights:

1. Objectives:

   • Empower Panchayati Raj Institutions (PRIs) through capacity-building and training.
   • Promote inclusive development and improve service delivery at grassroots levels.
   • Ensure ERs and stakeholders are trained within specific time frames post-election.

2. Scope of Work:

   • The empaneled agencies will provide training logistics (venue, accommodation, equipment).
   • Develop training content (mix of audio-visual aids, interactive exercises, etc.).
   • Conduct pre-and post-training assessments and submit reports via MoPR's Training Management Portal (TMP).
   • Offer specialized training on various governance and development subjects, including SDGs, e-governance, carbon neutrality, and financial management.

3. Eligibility Criteria:

   • Agencies must have a minimum of 10 years of experience.
   • A turnover of INR 15 crore annually over the last 3 years is required.
   • Agencies should have completed at least 50,000 training man-days in a single year within the past 3 years.

4. Evaluation:

   • Financial capability (30% weightage).
   • Training experience (40% weightage).
   • Business presentation (30% weightage).

5. Training Categories:

   • General orientation for ERs.
   • Thematic training based on localization of SDGs (poverty, health, child-friendly villages, etc.).
   • Specialized training on subjects like IT-based governance, legal laws, and organizational behavior.

6. Timeline:

   • Publishing of the EOI: 11 September 2024.
   • Last date for submission: 1 October 2024.

7. Other Key Points:

   • Empaneled agencies can be engaged by States/UTs for capacity building as per their Annual Action Plans.
   • The contract duration will be until March 2026, with performance assessments and scope for renewal.
