Expression of Interest (EOI) issued by the Directorate of Welfare of Scheduled Castes and Backward Classes, Assam, in collaboration with the Tai Ahom Development Council, Assam. It seeks to select an agency to provide free residential vocational training for UPSC aspirants from the Tai Ahom community |
Pre-Qualification Criteria
Project Overview:
- Purpose: To offer free vocational training for UPSC aspirants under the Tai Ahom Development Council.
- Duration: 12 months of intensive training, including study materials, provision of laptops, mock tests, motivational classes, and accommodation.
Eligibility Criteria:
- Organizations/Training Institutes with at least 10 years of operational experience in Assam.
- Experience in providing UPSC training for state or central governments in the last three years.
- Record of at least 180 students who have cleared the interview stage of the UPSC examination since 2019.
- Consortiums of up to two parties are allowed, with at least one party having a registered office in Assam for 10 years.
- Must have a permanent main campus in Delhi.
- Minimum average annual turnover of Rs. 5 crores over the last three years.
- EMD of Rs. 1,20,000/- in form of FD/DD/BG.
Scope of Work:
- Provide 12 months of residential training to 10 candidates.
- Maintain attendance records biometrically.
- Provide hostel facilities, complete study materials, and laptops.
- Conduct mock tests and provide regular progress reports to the department.
- The selected agency must ensure transparency and compliance with all rules and regulations.
Bid Submission:
- Bidders must submit a technical and financial bid.
- Bids are to be submitted through the GeM portal.
- Hard copies must be submitted to the Directorate of Welfare of SC & BC, Assam.
Evaluation Criteria:
- Technical bid evaluation will be based on experience, infrastructure, and past performance.
- Financial bids will be evaluated using a Quality and Cost-Based Selection (QCBS) method, with a weightage of 80% for technical quality and 20% for cost.
- Minimum technical score for financial bid consideration is 70 marks.
Additional Information:
- The bid must be valid for a minimum of 90 days.
- The project should start within 60 days of the issuance of the work order.
