Tender Description The Panchayati Raj Department, Government of Rajasthan, invites forward-thinking training agencies to partner in a transformative journey for capacity building under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA). We are calling for agencies with a strong track record in training and a passion for grassroots empowerment.
Pre-Qualification Criteria

Opportunity Overview:

Empanelment of training agencies is required to deliver innovative, interactive training sessions aimed at empowering over 250,000 stakeholders, including elected representatives, ground-level functionaries, and community stakeholders. The vision is to strengthen grassroots democracy through dynamic capacity-building exercises, emphasizing localization of the Sustainable Development Goals (SDGs).

Key Requirements:

  1. Comprehensive Training Modules: Design and deliver high-impact, culturally resonant training modules in English, Hindi, or regional languages.
  2. Participant Engagement: Facilitate interactive, learner-centered training using diverse methods—visual aids, storytelling, role-play, and collaborative discussions.
  3. Resource Management: Provide state-of-the-art facilities and digital platforms for enhanced learning experiences across Rajasthan’s districts.
  4. Exposure Visits: Organize educational visits to model Panchayats for experiential learning and best practices in governance.

Criteria for Empanelment:

  1. Eligibility: Minimum 5 years of establishment in India, with a strong record in capacity building and training (Turnover threshold: INR 18.6 crore over the past three years).
  2. Compliance and Registration: Valid registrations under PAN, GST, ISO certification, and no history of blacklisting from government engagements.
  3. Content and Delivery: Evidence of prior engagements with government rural development agencies and experience in handling extensive training sessions (80,000+ man-days over the last 3 years).
