Tender Description The "Expression of Interest (EOI)" by the Bihar Rural Livelihoods Promotion Society (BRLPS) invites eligible organizations to partner with Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) as "Captive Employers." This partnership offers organizations a unique opportunity to train and employ rural youth, aligning with the DDU-GKY's mission to transform rural youth into a skilled workforce.
Pre-Qualification Criteria

Key Highlights:

  1. Project Scope and Duration:

    • The selected partner will train and place a minimum of 500 candidates over three years, with potential for renewal based on performance.
  2. Captive Employment Model:

    • Captive employers conduct skill training in their own facilities, tailoring it to their specific industry needs.
    • The training aligns with National Skill Qualification Framework (NSQF) and includes a minimum 576-hour program, capped at 2304 hours.
    • Employers are required to provide at least six months of employment to 70% of the trained candidates.
  3. Financial and Operational Support:

    • Funding for training is based on DDU-GKY guidelines, with payments disbursed in three installments.
    • Organizations benefit from waived QA processes and performance guarantees.
  4. Eligibility and Evaluation:

    • Organizations must have a minimum turnover of Rs. 25 crores, a positive net worth, and must have provided substantial employment or training in recent years.
    • Evaluation involves a two-tier review, with final selection by a central committee under the Ministry of Rural Development.
  5. Deliverables:

    • Apart from training and placement, the partner must uphold co-branding with DDU-GKY, provide an industry-aligned training setup, and offer compensation compliant with minimum wage standards.

The initiative provides high visibility and priority status to partners, aligning with BRLPS's goal of sustainable employment and skill development for the rural youth of India. Interested organizations should submit their proposals by October 30, 2024.
