Tender Brief 🌱 Empowering Marginalized Communities: Join the SEED Initiative as a Livelihood Partner!
Tender Description The National Scheduled Castes Finance and Development Corporation (NSFDC) is seeking committed partners to implement the Scheme for Economic Empowerment of De-notified, Nomadic, and Semi-Nomadic Tribes (SEED) in Tamil Nadu. This initiative, a part of India’s Ministry of Social Justice and Empowerment, focuses on improving the livelihoods, skills, and social inclusion of vulnerable communities through self-help groups, skill training, and capacity building.
Pre-Qualification Criteria

Opportunity Overview:

  • Objective: Boost income generation for De-notified Tribes (DNTs) by establishing community-based groups, training programs, and market linkages.
  • Target Communities: DNT, NT, and SNT populations, with a special focus on women, aiming for at least 50% female participation.

Role of the Partner Agency:

  1. Community Engagement: Conduct baseline surveys, meetings, and workshops to understand local needs and promote government entitlements.
  2. Group Formation & Training: Facilitate the creation of Self-Help Groups (SHGs) and Community-Based Organizations (CBOs) for sustainable livelihood projects.
  3. Skill Development: Provide training on financial skills, entrepreneurship, and innovative technology relevant to the communities’ traditional crafts and trades.
  4. Market Access: Develop and promote market linkages to increase the visibility and sales of community products.

Key Deliverables and Financial Support:

  • Community Engagement Meetings: ₹3,000 per meeting, focusing on SHG/CBO formation.
  • Skill Workshops and Exposure Visits: Support of up to ₹50,000 per community for youth with specialized skills.
  • Revolving Fund for SHGs and CBOs: Financial aid ranging from ₹10,000 to ₹15,000 to strengthen group sustainability.

Ideal Partner Profile:

  • Experience: At least 5 years working with marginalized groups, with preference for those engaged in similar projects with the National or State Rural Livelihood Missions.
  • Capacity: Ability to foster trust, empower communities, and provide training support in Tamil Nadu (with potential expansion across India).
