What’s the Goal?

The evaluation will assess BRLF’s initiatives to empower tribal and marginalized communities by enhancing sustainable incomes, building climate resilience, and strengthening governance. BRLF’s programs focus on:

• Natural Resource Management (NRM): Restoring watersheds and promoting sustainable farming.
• Agriculture Production Clusters (APCs): Supporting women farmers in collective farming and market access.
• Livelihood Enhancement: Creating community-led producer groups and promoting entrepreneurial skills.

Project Scope & Methodology:

• Two-Part Study:
  • Part 1 focuses on evaluating projects in Chhattisgarh, West Bengal, and Jharkhand.
  • Part 2 will assess the Agriculture Production Clusters in Odisha.
• Mixed-Methods Approach: Combine quantitative surveys with qualitative insights from interviews, focus groups, and community stories.
• Use of Technology: Data collection via GIS and mobile platforms for real-time tracking and precise analytics.

What BRLF is Looking For:

1. Research Expertise: Proven experience in large-scale impact assessments with skills in rural development, gender mainstreaming, and climate resilience.
2. Collaborative Approach: Ability to coordinate with a diverse set of stakeholders from government bodies to community organizations.
3. Technical Proficiency: Capacity to leverage data tools like CAPI, GIS, and advanced statistical software.

Deliverables & Payment Milestones:

• Inception Report (30% payment): Initial research design and methodology.
• Mid-Term Report (30% payment): Enumerator training, data analysis plan, and pilot feedback.
• Draft Evaluation (20% payment): Early findings and state-wise insights.
• Final Report (20% payment): Comprehensive analysis, case studies, and recommendations.
