Tender Brief Punjab Skill Development Mission (PSDM) RFP for Captive Employers under DDU-GKY
Tender Description PSDM has invited proposals from eligible agencies to partner as Captive Employers for implementing skill training and placement under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY).
Pre-Qualification Criteria

Key Details:

  • RFP Download: Starts 27th November 2024, 11:00 AM, at eproc.punjab.gov.in.
  • Proposal Submission Deadline: 4th January 2025, up to 5:00 PM.
  • Queries Submission: By 10th December 2024.
  • Pre-Bid Meeting: 16th December 2024, 11:00 AM at PSDM Office, Chandigarh.
  • Project Duration: 3 years, extendable per Captive Employer Guidelines.

Captive Employer Advantages:

  1. Training courses aligned with National Skill Qualification Framework (NSQF).
  2. Priority in target allocation under Category ‘A’ PIAs.
  3. Exemption from QA fees, due diligence of training centers, and other mandates.
  4. Waiver of performance guarantees.
  5. Funding reimbursement in three installments.

Captive Employer Expectations:

  • Provide sustainable employment to at least 500 candidates over 3 years.
  • Co-branding, adherence to decent work norms, and career progression for candidates.
  • Deliver high-quality training and ensure retention in the workforce.

Eligibility Criteria:

  • Valid registrations (EPFO, ESIC, GST, etc.).
  • Audited financials and CA certification for the last three years.
  • Proof of prior government or corporate training/placement projects.
  • Self-declarations for legal and operational compliance.
  • Detailed training and placement plans.

Submission Requirements:

  • Comprehensive documentation (registration certificates, financials, placement data, etc.).
  • Signed legal undertakings and adherence to Captive Employment Guidelines.
