Pre-Qualification Criteria

Objective and Scope

The scheme aims to:

  • Supplement government welfare efforts.
  • Address gaps in education, health, and livelihood sectors.
  • Foster collaboration with NGOs capable of delivering quality services for tribal development.

Indicative Project Categories

  1. Education:
    • Non-residential/residential schools and hostels.
    • Sponsorship for tribal girls from the North East and certain islands to study in reputed institutions.
  2. Health:
    • Hospitals/dispensaries (10+ beds).
    • Mobile dispensaries.
  3. Livelihood:
    • Support for agriculture, fishery, dairy, water conservation, and organic farming.

Emergency Services

During calamities or pandemics, NGOs may provide health services, food, and water in affected areas with Ministry approval.

Priority Areas

  • Particularly Vulnerable Tribal Groups (PVTGs).
  • Left-Wing Extremism (LWE) affected districts.
  • Remote/difficult tribal areas.

Funding Pattern

  • Central Sector Scheme: Grants are provided as per fixed norms for recurring and non-recurring expenditures (refer to Annexure-1).

Eligibility Criteria

  1. Registration:
    • Under Societies Registration Act, 1860, or equivalent.
    • Registered with NGO-Darpan (NITI Aayog).
  2. Experience: Minimum three years in similar activities.
  3. Implementation: Projects must be directly implemented by the applicant organization.
  4. Financial Requirements:
    • Aadhaar-linked bank account.
    • PAN and TAN numbers.
    • Income Tax Returns for the last three years.
    • Section 12A registration under the Income Tax Act.
  5. Governance:
    • Disclosure of trustees, promoters, and management details.
    • No blacklisting or ongoing investigations for economic offenses.
  6. Capacity:
    • Sound financial capacity to co-finance projects.
    • Minimum 75 beneficiaries (exceptions possible with approval).
