Objective

CBSE seeks to enhance teacher capacity across its 30,000 affiliated schools by implementing the Training Interventions Framework & Solution (TIFS). This initiative aligns with the NEP 2020 mandate for 50 hours of annual Continuous Professional Development (CPD) for educators.

The selected agency will provide Project Management Unit (PMU) services to define, develop, and operationalize TIFS, ensuring a scalable, robust, and efficient training framework.

Scope of Work

1. Framework Development:

   • Conduct diagnostic assessments and review existing training structures.
   • Develop SOPs, guidelines, and manuals for training interventions.
   • Benchmark global and national best practices.

2. Training Needs Analysis:

   • Use CBSE data to identify skill gaps and design training plans.
   • Create a high-level curriculum and KPI framework for impact assessment.

3. Content Strategy:

   • Formulate policies for content development and procurement.
   • Conduct capacity-building workshops for officials.

4. ERP System Implementation:

   • Develop a digital process for managing training lifecycles.
   • Support ERP vendor onboarding and oversee implementation.

5. Project Management & Capacity Building:

   • Ensure timely project deliverables through structured governance.
   • Facilitate capacity-building sessions for stakeholders.

Eligibility Criteria

• Experience:
  • Delivered at least two education/skill development projects worth ₹1 crore each.
  • Managed IT-related projects with a minimum value of ₹40 lakhs.
• Financial Strength:
  • Minimum annual turnover of ₹50 crores in the last three years.
• Manpower:
  • At least 50 full-time employees on payroll.

Evaluation Criteria

Payment Terms

Payments are milestone-based, including team mobilization, framework submission, policy formulation, and ERP go-live.
