Key Objectives

• Implement vocational education programs in 1061 existing schools, 311 new schools, and 171 PM SHRI schools.
• Provide employability skills to students in 15 sectors under the Samagra Shiksha and PM SHRI schemes.

Eligibility Criteria

1. Legal Status:
   • Registered as a company, partnership firm, LLP, proprietorship, society, or trust.
2. Turnover:
   • Minimum average annual turnover of ₹4 crore over the last three financial years.
3. Experience:
   • At least 5 years of experience in the skill development sector.
   • Trained a minimum of 1000 candidates in the last three financial years through government-recognized programs.
   • Placed at least 500 candidates in related trades during the same period.
4. Infrastructure:
   • Must have at least one self-owned operational training center in Odisha as of 31st December 2024.
5. Performance Rating:
   • NSDC performance rating of "B" or above in at least two of the last three years.
6. Sector-Specific Certification:
   • Certificates from Sector Skill Councils (SSCs) for relevant sectors.

Scope of Work

• Deployment:
  • Provide Vocational Trainers (VTs) and Vocational Coordinators (VCs) for schools.
  • Ensure VTs deliver curriculum aligned with NSQF standards.
• Training:
  • Conduct theoretical and practical sessions, assessments, and career counseling.
  • Organize industry visits, internships, and placement drives.
• Monitoring:
  • Submit monthly, quarterly, and annual progress reports.
  • Ensure compliance with child protection policies.
• Capacity Building:
  • Provide induction and refresher training for VTs and VCs.

Financials

1. Honorarium:
   • ₹20,000 per month per VT.
   • ₹30,000 per month per VC.
2. Administrative Charges:
   • 15% of VT honorarium for recruitment, management, and related activities.
3. Performance Security:
   • 5% of the contract value as a refundable deposit.

1. EOI Issue Date: 23rd January 2025.
2. Pre-Proposal Meeting: 31st January 2025 (hybrid mode).
3. Proposal Submission Deadline: 12th February 2025, 5:00 PM.
4. Proposal Opening: 13th February 2025, 11:00 AM.

Submission Guidelines

1. Mode: By speed post, registered post, or courier to:
   • State Project Director, OSEPA, Shiksha Soudha, Unit-V, Bhubaneswar, Odisha-751001.
2. Processing Fee: ₹5,000 (non-refundable) via demand draft.
3. Required Documents:
   • Registration certificates, financial statements, experience proofs, and SSC certificates.

Evaluation Process

1. Stage 1: Eligibility check based on submitted documents.
2. Stage 2: Technical evaluation (70 marks) based on:
   • Turnover, candidate training, placements, and operational centers.
3. Stage 3: Presentation before the OSEPA Evaluation Committee (30 marks).
