Eligibility Criteria

1. Legal Status:
   • Registered under the Companies Act 1956/2013, LLP, proprietorship, or partnership.
   • Operational for at least 5 years as of the last date of bid submission.
2. Turnover:
   • Minimum average annual turnover of ₹10 crore over the last three financial years (2021–2024).
   • Exemption for MSEs/Startups.
3. Experience:
   • Executed or ongoing projects of similar nature with ITI Limited in the last three years.
4. General Requirements:
   • Positive net worth, certified by a CA.
   • Not blacklisted or debarred by any government or private entity.
   • Consortium bids are not allowed.

Scope of Work

1. Skill Training:
   • Conduct skill training programs as per government guidelines.
2. Back-to-Back Compliance:
   • All terms and conditions of the customer's RFP will apply without deviation.
3. Technical Support:
   • Provide proof of concept, training, and post-award technical assistance.

Submission Details

1. Mode: Online submission via ITI's e-Wizard Portal (https://itilimited.euniwizarde.com).
2. Documents Required:
   • Company profile, registration certificates, audited financials, GST and PAN details, project experience proofs, and ITI empanelment certificate.
   • Undertakings as per Annexures I–V.

Evaluation and Selection

1. Financial Bid:
   • Bidders must quote ITI's margin as per the provided format.
2. Performance Guarantee:
   • To be submitted on a back-to-back basis or as per ITI guidelines.
3. Compliance:
   • The bidder must adhere to all customer RFP terms, including LD clauses and payment terms.

Special Conditions

1. No Advance Payment:
   • Even if ITI is eligible for advance from the customer, no advance will be provided to the bidder.
2. Exclusivity:
   • Selected partners cannot collaborate with other lead bidders for the same project.
3. Risk Purchase:
   • Failure to meet quality or timelines may result in procurement from alternate sources at the bidder's cost.
