Objective

To train food handlers and supervisors under the FoSTaC program, ensuring compliance with food safety and hygiene standards in the Pune region, covering districts like Pune, Kolhapur, Solapur, Satara, and Sangli.

Important Dates

1. RFP Upload Date: 27th February 2025.
2. Pre-Bid Meeting: 4th February 2025, 11:00 AM, at FSSAI Regional Office, Pune.
3. Bid Submission Deadline: 17th February 2025.
4. Technical Bid Opening: 18th February 2025.

Training Target

• Region: Pune.
• Target: 32,000 trainees.
• Applicable EMD: ₹2,40,000.

Eligibility Criteria

1. Empanelment:
   • Must be a FoSTaC-empaneled training partner with a valid certificate from FSSAI.
2. Turnover:
   • Minimum average annual turnover of ₹5 lakhs for FY 2023-24 and FY 2024-25.
3. Experience:
   • Conducted food safety training for at least 200 food handlers/supervisors under FoSTaC in FY 2023-24 or FY 2024-25.
4. Office Presence:
   • Must have at least one office in the West Region (Maharashtra, Gujarat, Goa, Madhya Pradesh, Daman and Diu, Dadra & Nagar Haveli).

Scope of Work

1. Training Delivery:
   • Conduct Basic and Awareness courses (4 hours each) in offline mode using interactive methods like lectures, case studies, and audiovisual aids.
2. Documentation:
   • Submit attendance sheets, photographs, videos, and training certificates to FSSAI within 7 days of training completion.
3. Reporting:
   • Maintain trainee records for at least two years and submit monthly progress reports.
4. Geographical Coverage:
   • Cover all districts in the Pune region, ensuring no denial of small batch requests.

Commercial Terms

1. EMD:
   • ₹2,40,000, refundable for unsuccessful bidders.
2. Performance Security:
   • 3% of the contract value, refundable post-completion.
3. Payment:
   • Based on successful completion of training and certification.
   • Monthly reimbursement against valid claims.

Evaluation Process

1. Technical Evaluation:
   • Compliance with eligibility criteria and submission of required documents.
2. Financial Evaluation:
   • Lowest bid (L1) will be awarded the contract.

Key Conditions

1. Penalty Clause:
   • Failure to achieve 10% of the target in the first quarter may lead to contract cancellation and forfeiture of EMD.
2. No Subletting:
   • Subletting of the contract is prohibited.
3. Language:
   • Training should be conducted in the local language, supported by Hindi.

Submission Guidelines

1. Mode:
   • Online submission via the GeM portal (https://gem.gov.in).
2. Documents:
   • Technical bid (as per Annexure II) and financial bid (as per Annexure III).
3. Tender Acceptance:
   • Submit the signed Tender Acceptance Letter (Annexure IV).
