Objective of the EOI

FSSAI is inviting Expression of Interest (#EOI) from top-ranking management institutions to become Training Partners for the Mid-Career Advancement Programme (#MCAP). The program aims to upgrade the knowledge, skills, and leadership competencies of Group "A" Officers of #FSSAI.

About the Mid-Career Advancement Programme (MCAP)

The MCAP was introduced as per FSSAI’s Staff Training Policy 2023, with the goal of:
βœ… Enhancing the competencies of officers to global standards.
βœ… Providing exposure to international best practices in food safety & administration.
βœ… Developing subject matter experts in key areas like:

  1. International Cooperation & Trade Policies
  2. Data-Driven Decision Making & IT Use in Governance
  3. Public Sector Efficiency & Crisis Management
  4. Ethics, Integrity & Financial Management

Target Audience & Training Details

  1. Participants: Senior Officers of FSSAI (Directors, Joint Directors, Deputy Directors, etc.)
  2. Batch Size: Minimum 10 officers per batch
  3. Training Duration: 2 weeks (Residential Program) at the Partner Institution’s campus.
  4. Classroom Sessions: 25-30 hours per week (excluding field visits & industry interactions).
  5. Mode: Blended Learning Approach (Academic + Practical Exposure).

Eligibility Criteria for Partner Institutions

  1. Top Management Institutions:
    • The institute must be among India’s Top 15 as per the latest NIRF rankings.
  2. Minimum 5 Years of Existence
  3. Proven Expertise in Executive Training:
    • Experience in training government officials/senior executives.
  4. Strong Faculty & Infrastructure:
    • Qualified & experienced faculty in governance, leadership, and public administration.
  5. Not Blacklisted by Any Government Agency
  6. Ability to Provide End-to-End Training Logistics:
    • Residential Facilities (Single-occupancy rooms).
    • Airport Transfers, Meals, Industry Visits, Field Excursions, & Welcome Dinner.

Scope of Work for Partner Institutions

βœ… Design & Deliver Training using:

  1. Theoretical Lectures, Case Studies, Group Discussions & Workshops
  2. Exposure Visits to National & International Organizations
    βœ… Provide Study Material & Evaluation Mechanisms
    βœ… Arrange Training Logistics:
  3. Accommodation, Meals, Airport Transfers, & Cultural Visits
    βœ… Ensure a Diverse Faculty Mix (Academic + Industry Experts)

Evaluation & Selection Criteria

FSSAI will use the Quality & Cost-Based Selection (QCBS) Method with 70% weightage on quality and 30% on cost.

  1. Institution’s NIRF Ranking & Past Experience in Government Training (50%)
  2. Training Program Design & Timetable (30%)
  3. Suggested Faculty Profiles (20%)

πŸ“Œ Financial Evaluation (30%)

  1. Lowest financial bid will get 100 marks, others will be normalized accordingly.

Minimum Cut-Off for Selection: 60%

  1. Download the Application Form (Annexure I) from FSSAI’s website.
  2. Submit the duly filled & signed form along with required documents.
  3. Documents Required:
    1. Organization’s Profile & Address Proof.
    2. NIRF Ranking Certificate.
    3. List of Past Training Programs (Govt. Officials/Executives).
    4. Faculty CVs & Detailed Program Design.
    5. Self-Declaration for Non-Blacklisting.
    6. Financial Proposal (Annexure II Format).
