🎯 Scheme Objective: Enabling Inclusive Education

The scheme aims to provide safe, well-managed hostels with nutritious meals, clean facilities, and educational support for ST, SC, OBC, and Minority students across Jharkhand. NGOs and SHGs will manage hostel operations, ensuring a nurturing environment for academic success.

🏗️ Scope of Work: Comprehensive Hostel Management

1. Hostel Operations: Daily management, cleanliness, and safety of the hostel premises.

2. Nutritious Meals: Daily breakfast, lunch, and dinner as per the department's menu.
3. Human Resources: Provide staff for every 100 students:
   1. 2 Cleaners: ₹9,308/month per person
   2. 2 Security Guards: ₹9,308/month per person
   3. 1 Head Operator/Librarian: ₹12,825/month
4. Maintenance: Upkeep of electrical, water, and other utilities.
   1. ₹20,000 per 100 students per year.
   2. Sports equipment maintenance: ₹5,000 per year.
5. Monitoring & Reporting: Regular documentation and MIS reporting.

📜 Eligibility Criteria

For NGOs/Trusts/Societies:

1. Registration: Registered under the Societies Registration Act 1860, Companies Act 2013, or Indian Trust Act.
2. Financial Capacity: ₹10 Lakh average turnover for the past 3 years (2021-24).
3. Experience: Minimum 3 years in hostel/education/health/livelihood projects in Jharkhand.
4. Compliance: Valid GST, PAN, ITR (last 3 years), Form-38, and 12A certificate.
5. Bank Guarantee: ₹1,00,000 per allocated hostel (refundable).

For SHGs under NRLM:

1. Registered with Jharkhand State Livelihood Promotion Society (JSLPS).
2. Must be part of a Cluster Level Federation (CLF).
3. Submit audited reports for the past 3 years.
4. Exemptions: EOI fees and bank guarantees are waived for NRLM SHGs.

📄 Mandatory Documents Required

1. Registration certificates (Society/Trust/Company Act or NRLM CLF).
2. PAN, GST, Form-38, and ITRs for 2021-24.
3. CA-certified turnover certificate (₹10 Lakh minimum).
4. Work orders and completion certificates for hostel or education projects.
5. Self-declaration of no blacklisting or legal issues.
6. Staff details and notarized affidavit confirming availability of human resources.

⚖️ Technical Evaluation Criteria (50 Marks)

For NRLM SHGs:

1. Work Experience: 10 Marks (5 marks per project).
2. SHG Existence: 30 Marks (2 marks for 3 years + 2 marks for each additional year).
3. Human Resources: 10 Marks.

For NGOs/Trusts:

1. Turnover: 10 Marks (₹10 Lakh = 2 marks; +₹1 Lakh = +2 marks).
2. Govt. Projects: 10 Marks (2 marks per project).
3. Hostel Management Experience: 10 Marks (2.5 marks per project).
4. FSSAI Registration: 5 Marks.
5. LWE District Work: 5 Marks.
6. Student Strength (200+): 5 Marks.
7. Jharkhand Work Experience: 5 Marks.
8. Human Resource Availability: 5 Marks.

Bidders must quote below the estimated cost per student. The financial bid will be opened only for technically qualified bidders.
