The Health & Family Welfare Department invites eligible NGOs to operate Rogi Sahayata Kendra (RSK) at Rampurhat Govt. Medical College & Hospital to assist patients and their families with real-time information, guidance, and grievance redressal services.

π― Objective of RSK Programme
π₯ Enhance Patient Support: Establish Information Centers at the hospital to provide accurate and timely service-related information to patients and visitors.
π Ensure Seamless Service Access: Assist patients in navigating hospital services and guide them towards available healthcare schemes.
π’ Transparent Communication: Facilitate real-time communication regarding medical services, procedures, and hospital facilities.
π Role & Responsibilities of the NGO
πΉ Guidance & Support: Provide friendly and accurate information to patients and visitors.
πΉ Real-Time Assistance: Maintain an updated database of hospital services and guide patients accordingly.
πΉ Grievance Handling: Accept and record complaints/suggestions, issue receipts, and forward them to the Superintendent after each shift.
πΉ Critical Case Monitoring: Maintain and update a list of high-risk/serious patients.
πΉ Facilitate Doctor-Patient Interaction: Keep a checklist for doctor-party meetings.
πΉ Scheme Awareness: Educate expecting mothers on JSSK (Janani Shishu Suraksha Karyakram) and other NRHM initiatives.
πΉ Public Announcements & Registration Support: Assist in RSBY (Rashtriya Swasthya Bima Yojana) registrations and facilitate announcements via Public Address Systems.

Service Hours: 24x7 (Round-the-clock operation in 3 shifts throughout the year).

Eligibility Criteria for NGOs
βοΈ Legally Registered: Must be registered under Societies Registration Act, 1861 or equivalent.
βοΈ Financial Compliance: Must have submitted Annual Returns for the last three financial years.
βοΈ Financial Health: Must provide Audit Reports for the last three years.
βοΈ Relevant Experience: Prior experience in health or development sectors.
βοΈ Local Presence: Registered office must be in the district.
βοΈ Compliance with Labour Laws: Must have valid P.F & E.S.I registration.
π Selection Criteria for NGOs
NGOs will be scored based on the following factors as per memo number HFIO/MSIW-03/1,3/Partil/Part file dated 19.02.2015:
πΉ Experience in Health Sector – Number of years operating in health-related services.
πΉ Experience in Developmental Sectors – Work in education, sanitation, nutrition, maternal and child welfare.
πΉ Presence in District – Duration of organizational setup in the district.
πΉ Financial Strength – Annual turnover in the last two financial years.

π Terms of Reference
βοΈ NGO Responsibility: Ensure punctuality, attendance, and efficiency of staff.
βοΈ Hospital Support: Furniture, documents, drinking water & toilets provided by the hospital.
βοΈ Supervision: NGO to appoint a supervisor for RSK activities.
βοΈ Exclusive Duties: Rogi Sahayaks will focus only on patient care and not be assigned other NGO tasks.

π° Rogi Sahayak Salary: βΉ10,826 per month (per staff)
π° Administrative Cost: βΉ2,500 per month/unit (for 8 staff members)
πΌ Total Staff Requirement: 16 Rogi Sahayaks

π E-Filing Mandatory: EOI documents must be submitted online at wbtenders.gov.in.
π Right to Reject: The Medical Superintendent cum Vice-Principal reserves the right to accept or reject any EOI.
π Verification: The hospital can physically verify bidder credentials at any time.
π Strict Compliance: Any misrepresentation or false claims will result in immediate rejection.
