Scope of Work

The selected consultant will be responsible for:

1. CSR Fund Mobilization – Identifying and securing CSR funds from corporates and PSUs.
2. Strategic Planning – Developing a CSR engagement strategy and outreach plan.
3. Project Proposal Development – Preparing funding proposals for potential CSR donors.
4. Stakeholder Engagement – Managing relationships with corporate donors, NGOs, and other partners.
5. Project Implementation & Oversight – Monitoring funded projects and ensuring efficient fund utilization.
6. Reporting & Compliance – Preparing reports on CSR fund utilization and impact assessment.
7. Legal & Policy Advisory – Advising on CSR-related policies, regulatory requirements, and amendments.

Pre-Qualification Criteria (Eligibility Criteria)

To be eligible, bidders must:

1. Be a registered company/consultancy firm/academic institution (submit a valid registration certificate).
2. Have experience in fundraising, CSR, impact assessment, and community development projects.
3. Have at least ₹10 Crore CSR fund mobilized in the last 3 years.
4. Employ key personnel with a Master’s degree and experience in CSR project evaluation.
5. Be registered with PAN and GST authorities.

Financial Criteria

1. The bidder must have a minimum turnover of ₹50 lakh in any one financial year since FY 2021-22.
2. OR, have a cumulative turnover of ₹1 Crore over three years (FY 2021-22 to FY 2024-25).
3. The turnover should be certified by a Chartered Accountant.

Bid Submission Guidelines

1. The proposal must be submitted in English.
2. It should be structured into:
   1. Technical Proposal (including experience, team qualifications, methodology, and work plan).
   2. Financial Proposal (percentage-based success fee model on mobilized CSR funds).
3. The bidder must submit an Earnest Money Deposit (EMD) of ₹2,00,000 via DD or Bank Guarantee.
4. Performance Security: 5% of the contract value before signing the agreement.
