1. Scope of Work:

BCPL (Brahmaputra Cracker & Polymer Ltd.) is seeking to empanel agencies for the implementation of CSR projects in the following domains:

1. Health & Nutrition
2. Promotion of Education
3. Rural Infrastructure Development
4. Swachhta & Sanitation
5. Skill Development & Sustainability
6. Promotion of Sports

The selected agencies will execute CSR projects in these focus areas, including project monitoring, evaluation, and implementation. The projects must be completed within a maximum of three years.

2. Pro Qualification Criteria:

To be eligible for empanelment, bidders must meet the following criteria:

1. CSR-1 Registration Certificate must be valid at the time of submission.

2. Past Experience:
   1. One similar contract worth at least ₹150 lakh in the last seven years.
   2. Two similar contracts worth at least ₹94 lakh each.
   3. Three similar contracts worth at least ₹75.2 lakh each.
3. Definition of Similar Work: Experience in CSR projects related to Health, Education, Rural Development, Sanitation, Skill Development, and Sports Promotion.
4. Financial Eligibility:
   1. Average Annual Turnover: ₹94 lakh in the last three financial years (2021-22, 2022-23, 2023-24).
   2. Net Worth: Must be positive as per the last audited financial statement (2023-24).
   3. Working Capital: Minimum of ₹18.8 lakh as per the last audited financial statement (2023-24).
   4. If working capital is inadequate, a line of credit confirmation from a bank with a net worth of ₹100 crore is required.

3. Eligibility Criteria:

1. The agency must be a registered organization under the Societies Registration Act, 1860, Indian Trusts Act, 1882, or Companies Act.
2. Must have a permanent address in India and be registered for at least three years.
3. Experience in implementing CSR projects for Central/State Government, PSU, or reputed private companies.
4. Must not have been blacklisted or involved in criminal proceedings.
5. Skill Development Projects must be accredited by NSDC, ATDC, NCVT, NAAC, etc.
6. For construction-related CSR activities, rates must align with government-approved benchmarks.

4. Financial Criteria:

1. The agency’s maximum service charge for project execution is capped at 10% of the total project value.
2. Payments will be made in installments based on project milestones, including mobilization, mid-stage progress, and final project completion.
3. No Tender Fee is required.
4. No Earnest Money Deposit (EMD) is applicable.

1. Tender Publishing Date: 05.03.2025
2. Last Date for Submission: 19.03.2025 (2:30 PM)
3. Opening Date of EOI: 20.03.2025 (3:30 PM)
4. Submission Mode: Online via NIC Portal

4. PAN, GST Registration, and Tax Documents
5. Self-declaration regarding blacklisting and criminal proceedings
6. Profile of promoters and sources of funding

6. Evaluation & Selection Process:

1. Agencies will be empaneled for a 3-year period.
2. BCPL will request project-specific cost quotations for each assignment.
3. The agency's performance will be monitored, and non-performers will be penalized up to 10% of the project cost.
4. BCPL reserves the right to reject any proposal without assigning reasons.
