Scope of Work:

The EOI invites applications for registering new study/training centers across India at the village/block level for conducting academic, skill, and vocational programs under IDEED. The selected centers will:

1. Offer IDEED programs as per guidelines.
2. Conduct training sessions for various skill development courses.
3. Provide adequate infrastructure and faculty.
4. Ensure compliance with IDEED rules regarding examinations and certifications.
5. Operate on a first-come, first-serve basis.

Professional Qualification Criteria:

1. Agencies should be registered as Individual/ Proprietorship/ Partnership Firm/ Private Ltd/ Public Ltd/Registered Society/Trust/ Association/School/College.
2. Must be active and operational for at least two years before the date of application.
3. Should have infrastructure including classrooms, practical rooms, and faculty.
4. Must not be blacklisted by any government or private entity.

Eligibility Criteria:

1. Open to individuals, firms, and institutions that meet the qualification criteria.
2. Must submit required documents including:
   1. Registration certificate (if applicable).
   2. PAN card, Aadhaar card, and bank details.
   3. Affidavit stating no blacklisting.
   4. Infrastructure and faculty details.
3. Newly registered or fresh applicants can apply (audited financial statements not required).

Financial Criteria:

1. EOI Document Fee: ₹1,500 (non-refundable).
2. Affiliation Registration Fee: ₹20,000 (non-refundable).
3. Funding Pattern: As per IDEED project guidelines, which may change periodically.
4. Profit Structure:
   1. IDEED retains 80% of examination fees; study centers receive 20%.
   2. Study centers can charge students for training and facilities.
   3. Additional incentives available based on student enrollment.

Tender Fee and EMD (Earnest Money Deposit):

1. No EMD is mentioned.
2. The only fees required are:
   1. EOI Processing Fee: ₹1,500.
   2. Study Centre Affiliation Fee: ₹20,000.

Submission Guidelines:

1. Bids must be submitted offline through the Government of India CPPP ePublish portal or via email to buyer1.dsrvs.rj@nic.in.
2. Required documents include:
   1. Covering letter (Annexure 1).
   2. Applicant details (Annexure 2).
   3. Study/training center details (Annexure 4).
   4. Affidavit for non-blacklisting (Annexure 5).
   5. Self-declaration form (Annexure 6).
   6. Tender acceptance letter.

1. Tender Publishing Date: 10th March 2025 (09:00 AM).
2. Start of Document Sale: 10th March 2025 (10:00 AM).
3. Last Date for Document Sale: 24th April 2025 (05:00 PM).
4. Clarification Period: 10th March 2025 – 20th March 2025 (05:00 PM).
5. Bid Submission Start Date: 10th March 2025 (10:00 AM).
6. Bid Submission Deadline: 24th April 2025 (06:00 PM).
7. Bid Opening Date: 30th April 2025 (11:00 AM).

Additional Information:

• The project duration is 2 years, extendable by 1 additional year.
• Selection process includes:
  1. EOI stage.
  2. Desk appraisal.
  3. Proposal evaluation by IDEED.
  4. Sanction order issuance.
• Courses offered include IT, BPO, AI, medical, safety, mechanical, education, business management, and vocational training.
• Study centers can earn 40% of examination fees from vocational programs.
