Pre-Qualification Criteria |
Scope of Work:
The EOI invites applications for registering new study/training centers across India at the village/block level for conducting academic, skill, and vocational programs under IDEED. The selected centers will:
- Offer IDEED programs as per guidelines.
- Conduct training sessions for various skill development courses.
- Provide adequate infrastructure and faculty.
- Ensure compliance with IDEED rules regarding examinations and certifications.
- Operate on a first-come, first-serve basis.
Professional Qualification Criteria:
- Agencies should be registered as Individual/ Proprietorship/ Partnership Firm/ Private Ltd/ Public Ltd/Registered Society/Trust/ Association/School/College.
- Must be active and operational for at least two years before the date of application.
- Should have infrastructure including classrooms, practical rooms, and faculty.
- Must not be blacklisted by any government or private entity.
Eligibility Criteria:
- Open to individuals, firms, and institutions that meet the qualification criteria.
- Must submit required documents including:
- Registration certificate (if applicable).
- PAN card, Aadhaar card, and bank details.
- Affidavit stating no blacklisting.
- Infrastructure and faculty details.
- Newly registered or fresh applicants can apply (audited financial statements not required).
Financial Criteria:
- EOI Document Fee: ₹1,500 (non-refundable).
- Affiliation Registration Fee: ₹20,000 (non-refundable).
- Funding Pattern: As per IDEED project guidelines, which may change periodically.
- Profit Structure:
- IDEED retains 80% of examination fees; study centers receive 20%.
- Study centers can charge students for training and facilities.
- Additional incentives available based on student enrollment.
Tender Fee and EMD (Earnest Money Deposit):
- No EMD is mentioned.
- The only fees required are:
- EOI Processing Fee: ₹1,500.
- Study Centre Affiliation Fee: ₹20,000.

- Self-declaration form (Annexure 6).
- Tender acceptance letter.

Additional Information:
- The project duration is 2 years, extendable by 1 additional year.
- Selection process includes:
- EOI stage.
- Desk appraisal.
- Proposal evaluation by IDEED.
- Sanction order issuance.
- Courses offered include IT, BPO, AI, medical, safety, mechanical, education, business management, and vocational training.
- Study centers can earn 40% of examination fees from vocational programs.
