1. Scope of Work:

1. Provide ERP Education OEM approved licenses for students in Government Polytechnic Institutes and Government Engineering Colleges in Bihar.
2. Engage with institutes for training, from skill familiarization to career opportunities.
3. Conduct ERP training in Procurement Management, Business Application Programming for ERP, Cloud, Analytics, Enterprise Security, and App Development.
4. Appoint OEM Global certified trainers with industry and academic experience.
5. Facilitate student exposure to OEM conferences and hackathons.
6. Provide ERP courses and assessments (every 50 hours).
7. Prepare students for Global certification exams with mock tests and mentoring.
8. Issue Joint Course Completion Certificates.
9. Submit performance/usage reports accessible to the government.
10. Provide content, documentation, and online platform access for the contract period.
11. Contract period: 2 years, extendable by 1 year.

2. Pre-Qualification Criteria (Eligibility Criteria):

1. Legal Entity: Company must be a registered entity in India.
2. Turnover Requirement:
   1. Minimum ₹10 Crore average annual turnover in the past three financial years (FY 21-22, FY 22-23, FY 23-24).
   2. Turnover from the Education & Skill Development sector will be considered.
3. Net Worth: Positive net worth for at least two years in the last three financial years.
4. Experience:
   1. At least 1 University/College/Institute recognized by a statutory body for SAP license-based training.
   2. 3+ years of experience in Education and Skill Development.
5. SAP Partnership: Must be SAP-approved education partner for at least 8 years.
6. Non-Blacklisting Declaration: The bidder must not be blacklisted by any government agency or PSU.
7. Conflict of Interest: Declaration of no conflict of interest.

1. Certificate of Incorporation.
2. Audited Balance Sheets & ITRs.
3. Work Orders/Contracts for ERP training.
4. Authorization from OEM for SAP training.
5. Non-blacklisting declaration.

3. Financial Criteria:

• EOI Document Fee: ₹10,000 + Processing Fee ₹590 (Online payment via e-Proc Portal).
• Earnest Money Deposit (EMD): ₹5,00,000 (Five Lakhs) (NEFT/RTGS/Net Banking).
• Performance Bank Guarantee: 5% of the total contract value.

4. Submission Guidelines & Deadlines:

• Tender Publication Date: 19th March 2025.
• Last Date for Queries: 22nd March 2025 (5:00 PM) via email.
• Pre-Proposal Meeting: 23rd March 2025 (3:00 PM) via Google Meet.
• Response to Queries: 24th March 2025 (5:00 PM).
• Bid Submission Deadline: 27th March 2025 (5:00 PM).
• Technical Bid Opening: 27th March 2025 (6:00 PM).

5. Bid Evaluation Process:

1. Technical Evaluation Criteria: (Minimum 50 marks required to qualify for financial bid opening)

   1. Business Experience: Up to 10 marks.
   2. Students Trained in SAP: Up to 25 marks.
   3. SAP Partnership Duration: Up to 10 marks.
   4. Turnover Criteria: Up to 10 marks.
   5. Association with Institutes: Up to 20 marks.

2. Financial Bid Evaluation:

   1. 70% weightage for Technical Score.
   2. 30% weightage for Financial Score.
   3. Selection based on Quality Cum Cost-Based System (QCBS).

6. Important Conditions:

1. Penalty for Delays: 2% per week, up to a maximum of 10% of the contract value.
2. Blacklisting & Termination: In case of fraud, non-compliance, or poor performance.
3. Jurisdiction for Disputes: Gaya, Bihar.
