- Project Scope: Conducting comprehensive evaluation studies for TLF’s Education Program in Uttarakhand.
- Project Duration: 4.5 years (Ongoing since 2023)
- Location: 40 schools across 5 districts in Uttarakhand
2. Scope of Work
The evaluation aims to assess the effectiveness of TLF’s education program, which focuses on:
- Learning Outcomes Improvement: Enhancing students' knowledge and STEM readiness, particularly for girls in grades 6-12.
- Competitive Exam Preparation: Preparing students for STEM-based higher studies and careers.
- Bridging the Gender Divide: Encouraging underprivileged girls to pursue STEM careers.
- Knowledge Hub Model: Evaluating the impact of residential schools acting as knowledge hubs and additional schools as spokes.
3. Eligibility Criteria
- Experience: Proven track record in conducting Monitoring & Evaluation (M&E) studies for education programs.
- Legal Entity: Must be a registered firm or organization in India.
- Technical Expertise: Strong knowledge in social research, education policy, and gender studies.
- Financial Stability: The bidder should have a sound financial position (details to be submitted in the financial bid).
- Previous Work: Experience in handling similar projects in Uttarakhand or other states.
4. Financial Criteria
- The financial bid must be submitted separately as per Annexure II in the RFP.
- Prices should be quoted clearly in figures and words.
- Conditional bids will not be entertained.

6. Important Notes
- Bid Format: Bidders must submit signed and sequentially numbered pages for both technical and financial proposals.
- Bid Completeness: Incomplete or ambiguous bids will be rejected.
- Modifications: TLF reserves the right to modify the RFP at any stage.
- No Hard Copies: Only digital submissions via Google Forms will be accepted.
