Scope of Work

The selected Project Implementation Agency (PIA) will be required to carry out various activities within stipulated timelines, as decided by Dibrugarh University. The broad scope of work includes:

1. Prescreening of regular students in consultation with Dibrugarh University during batch formation.  
2. Post-batch formation career counseling.  
3. Training center readiness, including setting up digital classrooms and labs with required equipment.  
4. Ensuring quality standards and adherence to regulatory body guidelines.  
5. Conducting training with a batch size of not more than 45 trainees.  
6. Assessments and certification as per the guidelines of the National Skill Development Corporation (NSDC).  
7. Conducting regular job fairs and aligning with employers to provide employment opportunities to final-year students.  

The PIA is responsible for all aspects of the training, including center readiness, quality of training delivery, assessment, certification, and training outcomes.  

Eligibility Criteria

To be eligible to participate in the EoI, the bidder must:

1. Be a single entity with legal competency to enter into an agreement or contract and be registered under the respective Act and Jurisdiction in India.  
2. Be a recognized and funded Training Partner of the National Skill Development Corporation (NSDC).  
3. Be registered and recognized by AICTE/UGC under the Vocational Education/Skill Development Training Scheme.  
4. Have imparted National Skills Qualifications Framework (NSQF) aligned courses training to a minimum of 10,000 candidates in the past.  
5. Showcase a minimum of 02 placement-linked Skill Development Projects completed successfully.  
6. The Applicant’s Founder Promoter's Profile should have credentials that include promoting Skill Development Training and/or VET Institutions and Higher Education and Technical Education Institutions.  
7. Have executed at least one single work order of a Placement Linked Skill Training Project sponsored by any Central/State Govt. Institution worth a minimum of Rs. 1Cr.  
8. Have an average annual turnover in the relevant field in the last 03 Financial Years (2022-23, 2023-24, and 2024-25) of Rs. 1 Crore.  
9. Have one single NSQF Based Skill Training Work Order in which the number of trainees trained must be greater than 1000, and the number of trainees placed post-skill training and certification across all sectors must be a minimum of 40%.  

Tender Fee and EMD

1. Cost of Document: Rs. 5,000/- (non-refundable).  
2. Earnest Money Deposit (EMD): Rs. 18,00,000/- (to be paid online).  
3. Bid Security/Performance Guarantee: Rs. 22.50 lakhs.  

Submission Guidelines

1. The bid shall be in two parts (i.e., Technical and Financial) and submitted online separately.  
2. The Bidder must prepare and submit the complete bid (both Technical and Financial) in the online portal within the due date of submission.  
3. All documents that form part of the bid should be serially numbered, signed by the bidder on each page before scanning and uploading.  
4. Bids must be typed and signed by an authorized person.  
5. Online Bids shall be digitally signed as per Class 3 digital certificate.  
6. The Bidder is required to submit the hard copies of "Key Documents" within the due date of submission.  
7. The sealed tender documents shall have to be duly superscribed and addressed to the Registrar, Dibrugarh University.

1. Tender Publishing Date: 28/03/2025
2. Pre-Bid Meeting: 10/04/2025 at 11:00 A.M.
3. Last Date for Submission of EoI: 07/05/2025 up to 01:00 P.M.
4. Time & Date of Opening of EoI: 07/05/2025 at 03:00 P.M.  

Additional Points

• The University may revise the timelines.  
• The evaluation will be based on a Quality and Cost Based Selection (QCBS) method, with a 70:30 weightage for the EoI and the financial bid.  
• The validity of the bid shall not be less than 180 days from the due date of submission.  
• The selected PIA would be required to deliver training in three phases.
