The Rajasthan Police, through the State Crime Records Bureau (SCRB), is seeking to empanel agencies to provide training for its Technical Core Group (TCG) for one year. The TCG is responsible for IT development, customization, integration, and maintenance of various IT projects within the Rajasthan Police. The training aims to enhance the technical skills of TCG personnel, including those from the Police Department and DoIT&C, in areas like software development, testing, server management, and emerging technologies. |
| Pre-Qualification Criteria |
Scope of Work
- Provide advanced IT training to Rajasthan Police and DoIT&C personnel.
- Training should cover technical domains like Project Management, Solution Architecture, Front-end Development, Java Development, Python Development, Mobile App Development, DBA, Report/Analytics, DevOps, Testing and QA, Server Management, IT Operations, Network and IT Infra, AI/ML/NLP, Police Communication, Technical Management and Release Management.
- The training will involve approximately 1280 man-hours.
- The selected agencies will be responsible for deploying trainers/subject matter experts approved by the department and support Rajasthan Police in the installation of required software and tools for the training environment.
Pre-qualification Criteria
- The bidder should be a Manufacturer (OEM) or its authorized partner, or a Proprietorship firm, or a company registered under the Indian Companies Act, or a partnership firm registered under the Indian Partnership Act, or a Limited Liability Partnership (LLP) registered under the Limited Liability Partnership Act 2008.
- The bidder should have an average annual turnover from IT training/Software Development in India of at least Rs. 50 Lakhs for the last three financial years (2021-22 to 2023-24).
- The Net worth of the bidder as per the last published balance sheet, i.e. 2023-2024, should be positive.
- The Bidder should be registered for GST and PAN.
- The Bidder should not be insolvent, in receivership, bankrupt or being wound up, etc., and should comply with the code of integrity.
- The bidder must have successfully executed/executing at least One work order of Software Development/Trainings in IT Domain issued by any State/Central Government/PSU’s/ Limited Company/Large Educational Institution in India of minimum Rs. 25 Lakhs during the financial years 2021-22, 2022-23, 2023-24.
- The bidder should have at least 25 full-time/part-time trainers/subject matter experts across India as of December 31, 2024.
- The bidder should have ISO 9001:2015 (Quality Management System) certification.

Financial Criteria
- Average Annual Turnover of the Bidder from IT training/Software Development in India for last three financial years, i.e., FY 2021-22 to 2023-24 should be at least Rs. 50 Lakhs.
- The Net worth of the bidder as per the last published balance sheet, i.e. 2023-2024, should be positive
Tender Fee and EMD
- Bidding Document Fee: Rs. 500/-
- RISL Processing Fee: Rs. 500/-
- Bid Security (EMD): 2% of the estimated procurement cost (INR 50,00,000)
- Mode of Payment: Demand Draft/Banker's Cheque/Bank Guarantee in favor of "DGP SCRB And Cyber Crime and Technical Services (Telecommunication and Technical), Rajasthan," payable at Jaipur, or online through eGras.
Submission Guidelines
- Bids must be submitted online at the e-Procurement website (http://eproc.rajasthan.gov.in).
- All documents must be digitally signed.
- The bid submission is a single-stage, two-part process: Technical Bid and Financial Bid.
- Bidders shall submit their offer online for both technical and financial proposal.
