Tender Description The Rajasthan Skill and Livelihoods Development Corporation (RSLDC) is inviting applications from Project Implementation Agencies (PIAs) under the DDUGKY 2.0 scheme for skilling 7457 rural poor youth in Rajasthan for the financial year 2025-26
Pre-Qualification Criteria
Scope of Work
  1. The scope of work involves skilling rural poor youth under the DDUGKY 2.0 scheme. The agencies are expected to train and place candidates according to the skill gap in different sectors. RSLDC encourages employers/industries who can commit to assured captive placements to apply.  
Pre-qualification Criteria
  1. PIAs must have a PRN allotted from MoRD.  
  2. PIAs must apply through the online portal of MoRD.  
Eligibility Criteria
The entity should be:
  1. Registered under specified Indian Acts.  
  2. A Government or semi-government organization.  
  3. NGOs must be registered with the NITI Aayog's Darpan Portal.  
  4. Be more than three years old at the time of application (except for Start-ups).  
PIA Categories
  1. There are four categories of PIA under DDU-GKY:
  2. Captive Employers.  
  3. Existing PIAs with >50% placement under DDU-GKY.  
  4. Skilling Agencies with no DDU-GKY experience.  
  5. Start-ups recognized by the Ministry of Commerce & Industry, GoI.  
Ineligibility Criteria
The following are not eligible to apply:
  1. Existing PIAs with ongoing recovery proceedings.  
  2. Existing PIAs unable to place 50% of trained candidates.  
  3. Skilling agencies with key managerial personnel associated with defaulting PIAs.  
  4. Sister concern/subsidiary of any organization with default action for recovery of funds.  
  5. Skilling Agencies with Directors involved in agencies that defaulted earlier with DDU-GKY.  
  6. Skilling Agencies blacklisted by the Government.  
  7. Consortiums.  
Financial Criteria
  1. A non-refundable fee of Rs 25,000/- is required for initial screening.  
  2. Agencies will be intimated to deposit Rs. 1,25,000 plus GST for Quality Appraisal.  
  3. The applicant agency shall bear the expenses for project appraisal.  
Tender Fee and EMD
  1. Tender Fee: Rs 25,000/- (non-refundable) for initial screening.  
  2. Quality Appraisal Fee: Rs. 1,25,000 plus GST.
