Scope of Work

1. Conducting door-to-door surveys of identified Manual Scavengers.  
2. Orienting the target group on Skill Development Training courses and ascertaining their willingness to undergo training.  
3. Orienting the target group on availing financial assistance with Capital Subsidy for income-generating activities.  

1. The institution/organization should be at least 5 years old as of 31.03.2025 and have a valid registration certificate.  
2. Voluntary organizations/NGOs must be registered with NITI Aayog and have a UID No.  
3. Submission of Audited Balance Sheets and financial data for the last three financial years up to 2023-24.  
4. Valid PAN Number and GST No. (if applicable).  
5. Average annual turnover of more than Rs. 25 lakhs for the last three years up to financial year 2023-24.  
6. Experience in conducting surveys, Skill Development Training of Manual Scavengers, or Capital Subsidy for Self Employment Projects for Manual Scavengers.  
7. The applicant should not have abandoned any work in the last five years, been blacklisted, or had any contract terminated for non-performance.  
8. The applicant should not have provided any misleading information.  
9. The applicant should not have suffered bankruptcy/insolvency in the last three years.  

1. The eligibility criteria are the same as the pre-qualification criteria.  

Financial Criteria

1. Average annual turnover of more than Rs. 25 lakhs for the last three financial years up to 2023-24.  

Tender Fee and EMD

1. Tender Fee: Rs. 1,000/- (Rupees One Thousand only)  
2. EMD: Rs. 5,000/- (Rupees Five Thousand only)  
3. The tender fee and EMD are to be submitted via Demand Draft.  
4. MSME agencies/units are exempted from the tender fee upon submission of proof of current registration certification from MSME/NSIC.
