📘 Scope of Work:

1. Implement skilling and placement-linked training programs for rural youth under DDU-GKY 2.0.
2. Focus on emerging sectors and trades with market demand.
3. Follow MoRD Guidelines and SOPs strictly.
4. Ensure minimum 70% placements (50% wage employment, 20% self/gig employment).
5. Placement must match the job role; cross-sector placement allowed only with minimum 20% wage premium.

✅ Pre-Qualification & Eligibility Criteria:

Legal Structure:

1. Registered under Trust Act / Society Act / Cooperative Acts / Companies Act / LLP Act / SHGs/Federations
2. Government/Semi-government organizations also eligible.
3. NGOs must be registered on NITI Aayog's NGO Darpan Portal
4. Minimum 3 years old (except start-ups).

Valid Registration Required:

1. PRN under DDU-GKY 2.0
2. Skill India TP Registration, GST, PAN, TAN, UDYAM

PIA Categories Eligible:

1. Captive Employers
2. Existing PIAs (>50% placement record)
3. New Skilling Agencies
4. Recognized Start-ups

PIAs NOT Eligible If:

1. Have ongoing recovery proceedings.
2. Have <50% placement in previous DDU-GKY projects.
3. Have directors associated with defaulting agencies.
4. Blacklisted or defaulting organizations.
5. Subletting projects or consortiums.

💰 Financial Criteria:

1. Initial Screening Fee: ₹25,000 (non-refundable)
2. Quality Appraisal Fee: ₹1,25,000 + GST (if shortlisted post-screening)

4. Clubbing of trades not allowed unless domain hours < 396 hrs (then micro-credentials can be added).
