2. Turnover ≥ ₹100 Cr in last 3 years.
3. Positive net worth for 3 years.
4. Proven experience in CoEs or advanced training centers (5+ years preferred).
5. Must not be blacklisted and capable of delivering training via classroom, live, and e-learning modes.

1. Conduct hands-on training programs.
2. Manage operations: mobilization → enrollment → certification → placement.
3. Provide industry-standard curriculum, tools, trainers, and job linkages.
4. Share quarterly reports and allow audits.
5. Revenue share with SSRGSP (minimum 10% if mobilization help taken).

1. Free use of infrastructure if training targets are met 100%.
2. Revenue share above 10% = preference in selection.
3. Rent charged proportionally if targets fall short.
4. Utilities like electricity/water billed as per actual usage.

1. Proposal + Presentation (approach, experience, impact, financial offer).
2. Evaluation by Executive Council of SSRGSP.
3. Empanelment valid for 3 years, extendable based on performance.

1. Handled first by a Steering Committee (Govt. + SSRGSP + Partner).
2. Unresolved matters go to arbitration in Bhopal.

1. Cover Letter, Self-Declaration, Company Details, Financials, Blacklisting Declaration.
2. Experience in skill training and CoE setup.
3. Training Plan, Sector-wise Demand, Job Forecasts, Space Requirements.
