  2. Positive net worth as on 31 March 2024
  3. Turnover:
    1. Sole Bidder: Avg ₹22.5 Cr (FY21-24)
    2. Consortium: Lead ₹18 Cr, Other Member ₹4.5 Cr
  4. Minimum 5 years in skill development
  5. Affiliations with NSDC/SSC or state training departments
  6. Employee strength:
    1. Lead: ≥100
    2. Consortium member: ≥25
  7. Past experience in projects (min. ₹30 Cr each, completed within 5 years)
  8. Valid ISO certifications (3 of 4: 9001, 20001, 27001, 14001)
🧪 Technical Evaluation (100 Marks Total)
  1. Organizational strength, affiliations: 30 marks
  2. Experience in skill development projects: 60 marks
  3. Approach & Methodology: 10 marks
  4. Minimum Required: 70 marks to qualify for financial bid
💼 Commercial Bid
  1. Based on per hour per trainee rate (₹35/hr baseline)
  2. Bidders can quote percentage above/below the base rate
  3. Financial Score calculated using:
    1. Sf = 100 × (Lowest Bid / Bidder’s Bid)
