📌 Scope of Work

1. Train 3,000 food handlers across both Goa districts within 1 year.
2. Conduct offline FoSTaC trainings via the FoSTaC portal.
3. Each course will be 4 hours long (Basic & Awareness level).

4. Training includes:

   1. Mobilization, registration, training logistics, trainers/assessors
   2. Handouts, refreshments, AV support, reporting, certification
5. Reports to be submitted within 7 days of training (photos, videos, certificates, etc.)
6. Monthly payment on successful training completions (certified participants only).

🧾 Eligibility Criteria

1. FoSTaC-empaneled training partner (with valid FSSAI certificate)
2. Annual turnover of ₹5 lakhs minimum (FY 2023-24 & 2024-25)
3. Experience in Food Safety training in FY 2023-24 & 2024-25
4. At least 200 food handlers trained under FoSTaC in the past year
5. Office presence in West Region (Goa, Maharashtra, MP, Gujarat, Daman & Diu, Dadra & Nagar Haveli)

💰 Financial Details

1. EMD: ₹22,500 (refundable for unsuccessful bidders)
2. Performance Security: 3% of total contract value
3. Unit Price Quote: Per participant (used for monthly payments)
4. Minimum Floor Price: ₹300 per successful trainee

⚖️ Contract Terms

1. Initial Duration: 1 year (extendable by 1 year)
2. Target Compliance: 25% per quarter, minimum 10%
3. Non-performance: Can lead to contract termination and EMD forfeiture

✅ Evaluation

1. Two-bid system: Technical & Financial
2. L1 (lowest quote) will win the contract, subject to eligibility
3. Evaluation based on responsiveness and documentation

📋 Deliverables

1. Attendance, assessments, photos, videos, training certificates
2. Monthly progress reports
3. Maintain training records for 2 years
